The movement “Voice” has analyzed the financial activities of political parties eligible to nominate candidates without collection of signatures on state Duma elections. Experts note that compared to the 2012-2014 years gone was the practice of party financing from the funds of the affiliates of public associations. However, the “Voice” says in the report that there is a hidden scheme of the state financing of parties through the granting of government contracts to companies that donated money to the parties.
Total found 89 donor companies listed parties in 2015, 1 million rubles. and more and got in 2015-2016 contracts. Of these, 80 companies are donors of one party — “United Russia”.
Of the 241 companies that donated in 2015 United Russia 1 million rubles or more, 80 received government contracts, their volume more than ten times the amount of their donations, said the expert “Voices” Stanislaw Andreychuk.
Thus, the company “Monarch Group” who donated the party in power 20 million RUB in 2015, has received government contracts in 2015-2016 from the Department of construction of Moscow for the sum more than 5 billion rubles, the report said. The company belongs to Sergey Hambardzumyan, who in 2003-2007 he was Deputy head of the Department of urban policy of the capital.
Often, once the company becomes a donor of the “United Russia”, she starts to receive regular government contracts, experts said. For example, CJSC “Investkom” from Tomsk donated in 2015, the party in power 2 million rubles., the same year the company received government contracts almost 60 million rubles., and for the first half of 2016 — another 43.7 million RUB. At the same time, the report notes that last year alone the company that existed at that time more than ten years, for the first time were able to obtain government contracts.
In addition, there are cases when contracts get affiliated with donor parties, said the Voice. Thus, the company “freight forwarding company” Magnitogorsk metallurgical plant”, United Russia donated 30 million rubles, has not received state contracts, but its direct owner since the end of last year received 91 state contract for a total amount of about of 5.16 billion rubles, the report said.
The largest customers of the companies who donate money to the funds of the “United Russia”, was the Ministry of defence and close military-industrial complex. For example, writes “the Voice” or ” the company “VSK Mordoviya”, donated in 2015 to Fund “United Russia” 500 thousand rubles in the same period, has received contracts totaling more than 1.7 billion rubles. Almost all of them were associated with the provision of services in one legal entity — JSC “General Directorate of arrangement of troops”.
Security forces have identified several government contracts companies to donor other parties working on the “Patriotic” wing “Communists of Russia” and “Patriots of Russia”, experts say. According to them, the state contracts for the sum of 1,8 billion rubles from defense enterprises company “the Variant-999” sacrificed “Patriots of Russia” of 3 million rubles.
Such unconditional correlation in dominance in the political field and the availability of financial support from businesses receiving state contracts, suggests the presence of a political component in the definition of the executors of government contracts and close ties between the donors of the “United Russia” and the agencies, concludes “the Voice”.
No correlation between companies receiving state contracts and their donations to the “United Russia” no, argues the head of the Executive Committee of the party Maxim Rudnev.
Many managers of companies that are parties to government contracts are guided by the “United Russia” as party of their interests as the ruling party, explains the Deputy Director of ISSI research Alexander Pozhalov. Similarly, many state employees to vote for the current government, he adds.
Informed by the results of their study, wrote that the victory at the primaries of “United Russia” won the eight heads of companies and private donors, included in the twenty largest sponsors of the party. This follows from a comparison of the list of legal entities and individuals, translating the money of the party in 2015 (it is published on the website of the CEC), and lists the winners of the preliminary vote.
