Only in case of carrying out in Russia the structural reform it is possible to avoid higher taxes after 2018. About it in interview to “Interfax”, said Deputy Chairman of the Economic Council under the President of Russia, head of Center for strategic development Alexey Kudrin.
“Such an opportunity [not to raise taxes after 2018]. But only in the case of the adoption and implementation of a range of structural solutions,” Kudrin said.
According to him, one of the most important structural decisions is to maneuver public resources”. Within 3-4 years, according to Kudrin, the expenditure on education, health and infrastructure needs to increase at least 1% of GDP, and to achieve targets — all on 3%.
“It would seem that these investments have deliberately delayed the result, but they are a demonstration of the correct policy and immediately will work to improve confidence in the economy”, — considers ex-the Minister of Finance.
In his opinion, the Russian economy can reach a sustainable growth rate of 4% after four years, but, he repeated, “only as a result of reform.”
Kudrin also said that now is not ready to talk about the key proposals of the program of economic reforms, which now runs its Center for strategic research. He just announced that in the draft it will be ready by the end of 2016 or early 2017, and it will be a more detailed implementation mechanisms.
According to Kudrin, the upcoming program will not be a set of templates, but the answer to the old, chronic, and new challenges.”
Last fall, Kudrin stated about the inevitability of higher taxes. He was talking about. that the existing inertia of the strategy the state has no other alternative to increase revenues.
