The President of Ukraine Petro Poroshenko is ready to compromise in a situation with the Donbas. The President of Kazakhstan Nursultan Nazarbayev said at a meeting with Russian President Vladimir Putin in Sochi. According to Nazarbayev, Poroshenko explained in a telephone conversation that make the law on the special status of the region does not allow the lack of majority in the Ukrainian Parliament, reports “RIA Novosti”.
“Recently, Poroshenko called me [and said] that make the status of Donbass and the second region, which is there, not allowing [the lack of] he majority in Parliament. It is necessary to solve other issues. Also, I think [he] is inclined to find compromises, but somehow are not”, — said Nazarbayev.
He stressed that “all these questions, of course, give you a burden for Russia, but they are solved”.
The bill on amendments to the Constitution amendments on decentralization of Ukraine is one of the key points of the Minsk agreements. He was adopted by Parliament in first reading in 2015.
Changes in terms of decentralization include a three-tier system of local self-government, which implies that the system of administrative-territorial structure of Ukraine consists of regions, districts and communities, the latter is proposed to transfer more authority and financial resources.
Government representative (prefect) in the field should be a person who is appointed and dismissed by the President upon the recommendation of the government.
In addition, in the framework of this reform is to provide individual regions of Donetsk and Lugansk regions of Ukraine special status.
