The head of the Federal road Agency (Rosavtodor) Roman Starovoit said in an interview with “Vedomosti” about the reasons for frequent repairs on the Russian roads. According to him, to premature wear of the road surface causes the intensity of traffic exceeding established norms several times.
“The roads there are rules of operation. Metropolitan colleagues always ask: why is almost every year something or other highway repair? Because on these tracks, the intensity can sometimes reach up to 200,000 vehicles per day. And if every year not to shift the top layer coating, the road will crumble under the wheels of cars”, — said Starovoit.
According to him, this level of traffic is calculated only units roads around the world.”
“If we came into the store with a package which is designed for 5 kg, and load the products in 10 kg, then the handle will break. However, he noted that “if repair what to repair is not necessary, is a criminal offense.”
Starovoit also called a “myth” the high cost of road construction in Russia. Referring to the study of pricing in road construction carried out in 2014-2015, Higher school of Economics (HSE) in collaboration with international analysts, the head of the Agency said that the average cost of one kilometer of single-lane roads in Russia is 59 million rubles.
According to him, it is 1.5-2 times cheaper than in the US, Germany and Canada. In the US, a kilometer of road costs 127 million rubles, in Germany — 81 million, in Canada — 163 million rubles, said the head of Rosavtodor.
As previously mentioned, on the balance of Federal road Agency has 50 thousand km of roads — 4% of their total length. In 2015, the content was allocated 220 billion rubles, the budget of the Agency amounted to 530 billion instead of the previously planned RUB 574 billion rubles In the current year budget Agency reduced by 43 billion.
As said the Director of the Institute for transport Economics and transport policy HSE Mikhail Blinkin, in Russia, the road sector spent less than 2% of GDP, while the norm for countries with well-developed road network not less than 3% of GDP.
