In 2016, a 2.5 times increase in the number of convictions for terrorism and aiding terrorism. Despite the fact that this category of cases is one of the smallest, every year the number of cases involving terrorist charges skyrocketing, it follows from the official statistics of the Judicial Department at the Supreme court.

For the first six months the number of convictions for terrorism (article 205 of the Criminal code) amounted to 34 is 2.5 times more than in the same period last year, when the colony went to only 10 people.

For aiding and abetting terrorism and hostage-taking (article 205.1 “promote terrorist act,” 205.2 “incitement to terrorism” and 206 “capture of hostages”) was convicted of 71 people, the year before — only 29.

The growth of cases on terrorist charges began in 2014 for the first six months of 2014, the courts sentenced only 7 accused for “terrorism” and 13 other defendants for “promoting a terrorist act,” “incitement to terrorism” and “hostage-taking”. But by the end of 2014, the number of convictions in all these articles reached 63 people. And in 2015 — 65.

According to the lawyer of Timur Hotova, a sharp rise in cases of terrorism on the one hand is associated with poor economic situation in the country and the activities of banned terrorist organization ISIS. “Stats can be increased at the expense of those who want to join this organization or arrests of recruiters, — said the lawyer — But on the other hand, it is beneficial to show security forces in combating terrorism to gain extra powers.”

The mill notes that six months ago, law enforcement agencies received additional authority to use weapons, including was authorized to open fire in the crowd and in the apprehension of criminals.

“No real growth of such crimes, no, it’s all numbers, best law enforcers,” agrees lawyer Shamsudin cakaev. He notes that the real fight against terrorism ought not to tighten the laws, and to offer the public an ideology that would counter the ideology of terrorism.

ISIS and social media

Head of the Committee for the prevention of torture Igor Kalyapin believes that the growth of cases is associated with the strengthening of the preventive work of law enforcement agencies. “We receive many complaints from prisoners. And I can conclude that people are not always attracted reasonable”, — said Kalyapin. Law enforcement agencies are beginning to attract everyone who is registered, or in respect of whom they had the information, says human rights activist, and this can happen without evidence, and the detainees can be tortured.

Most high-profile case of terrorism over the past two years was the case of a student of the Moscow state University Barbara Karaulova (Alexandra Ivanova), which twice, according to investigators, was trying to join a banned organization ISIS. The girl and her defenders argue that the reason for this behaviour was the desire to marry one of the supporters of a banned organization, and ideological motives.

This Wednesday the Moscow district military court will begin its consideration of the case of a student of the 5th course of the First Moscow state medical University. I. Sechenov Patimat Haciyeva. She is accused of promoting terrorist activities (article 205.1 of the criminal code) — according to investigators, the girl posted on his page in the social network, a publication in support of banned ISIS.

Another resonant case was the trial against the Ukrainian Director Oleg Sentsov. The court found him guilty in the establishment of a unit of the banned organization “Right sector” and the preparation of terrorist attacks: according to investigators Sentsov was going to blow up the Lenin monument and a memorial “Eternal fire” in Simferopol. He was sentenced to 20 years in prison. Sentsov himself argued that his case was fabricated to intimidate dissenters in the Crimea.

The growth of prisoners

According to the court statistics, during the first six months overall, the number of cases in the courts increased by 6%, while the number of convicted prisoners increased by 11% (400,7 thousand persons), and half of them (204,1 thousand people) were convicted of minor crimes.

Even more (12%) increase in the number convicted for organization of illegal armed formation, banditry and the creation of a criminal community (article 208, 209 and 210 of the Criminal code).

The majority of cases, 70%, is now considered in a special order — without research of proofs and interrogation of witnesses only on the basis of a guilty plea by the defendants. To real deprivation of liberty in 2016, and the courts sentenced at least 30% of the accused – 109,3 thousand people.
