The Federal security service (FSB) of Russia has developed a draft decree of the President, in which he proposed to give it the right to seize land and located on them objects for the state needs. A draft decree published on the portal of projects of normative acts.
The FSB requested the right to make decisions about seizure of land and located on them real estate for state needs “on the grounds stipulated by the Federal laws in the sphere of management of FSB of Russia”, – stated in the document. The corresponding change in the intelligence Agency proposes to amend the Provision on the Federal security service in 2003.
Withdrawal of lands for state needs can only be exercised in exceptional cases only, related to the implementation of international treaties of Russia, construction, reconstruction of objects of state and local significance, as well as on other grounds established by Federal laws,” reads the explanatory note to the document. The FSB explained that the proposed draft of the decree powers will allow the Agency to fully ensure the tasks entrusted to it by law.
The FSB has already become the second power Department, which requests the right to withdrawal of lands for state needs. On 5 August, the Federal security service (FSS) has also developed a draft decree, proposing to give it such powers.
