Manufacturer of telecommunication equipment “Bulat”, the main shareholders of which are the structure of “Rostec” and “Rostelecom”, is in talks with Huawei and Lenovo on licensing of production technology equipment, which is necessary for the execution of the “law of Spring”. This was told “Kommersant” source in the IT market and confirmed a top Manager of one foreign vendor.
One of them said that the negotiations with Huawei are at a more advanced stage.” This, according to him, “is about the transfer of technology production solutions for data centers and build communication channels, i.e. different servers, data storage systems, telecommunications equipment.
Two managers of the telecommunication companies claim that Huawei is not willing to sell the technology to a third-party company — in case of reaching agreement at the “Bulat” is likely to be bought the minority stake. The Chinese company, sources say, understand that after some time, because of the “crackdown” for successful business in Russia may require a subsidiary that has the status of “Russian manufacturer”.

Two sources familiar with the plans “Bulat” claim that the production of equipment for the “Spring law”, the company intends to place in the Kaluga region.
