Employment centers will be obliged to employ 59% of Russians

The Ministry of labor for the first time in the last 10 years, prepares a task for the regions on employment of Russians. The draft plan was published on the portal of projects of normative acts. From 1 January 2017, the task of finding employment for nationals for the first time will be assigned to every employee of the regional centres of employment, it follows from explanations of the Ministry of labor . In most regions, from which the Federal authorities are waiting for leadership, employment centers and now work well: in the Lipetsk region the share of employed in 2015 exceeded 84%, in the Chuvash Republic — 82%, in the Saratov region is 79.3%.

The unemployed don’t want to register

According to Rosstat estimates, by 1 August 2016, the unemployed in Russia was 4.1 million people, or 5.3% of the economically active population. But registered as unemployed was much less — only 900 thousand people. The real unemployment rate in these regions in 2015 was estimated at 16.7% (in Chechnya) and 30.8% (in Ingushetia). In three of the most unemployed regions were Tyva — 20.8% of the real unemployed (the official unemployment rate in the Republic is only 4.5%).

Regional employment centres are responsible regional authorities: since 2007 credentials in the field of employment assistance was transferred to the regional level, and in 2012 the regions to independently determine the staffing of their centers, reminded the Ministry of labor in the explanation for .
