The Ministry of labor for the first time in the last 10 years, prepares a task for the regions on employment of Russians. The draft plan was published on the portal of projects of normative acts. From 1 January 2017, the task of finding employment for nationals for the first time will be assigned to every employee of the regional centres of employment, it follows from explanations of the Ministry of labor . This is a relatively mild plan: in 2015, the Russian employment centers on average employ more than 61% of the applicants that they were expected even more — 67%, seen from the labor report on execution of the state program of employment of population for 2015. According to the plan of the Ministry of labour for each employee of the regional employment centers should have a certain number of vacancies declared by employers to the centers. On the second and third places should be Krasnodar Krai and Volgograd region with 310 and 300 free places for each of the employees of the employment services. The least number of vacancies per employee regional employment service you expect from Chechnya — 20. A slightly better situation is predicted in Chukotka (expected regular appearance of 35 jobs for the unemployed), Ingushetia (30 proposals) and Kalmykia (60).

The employment situation in Chechnya and Ingushetia deteriorated sharply in the course of 2015, seen from the labor report on execution of the state program of employment of the population. In Chechnya, the share of employed in 2015 was reduced from 35% to 19.7%, although it was planned to increase to 53%.
In most regions, from which the Federal authorities are waiting for leadership, employment centers and now work well: in the Lipetsk region the share of employed in 2015 exceeded 84%, in the Chuvash Republic — 82%, in the Saratov region is 79.3%.
The unemployed don’t want to register
According to Rosstat estimates, by 1 August 2016, the unemployed in Russia was 4.1 million people, or 5.3% of the economically active population. But registered as unemployed was much less — only 900 thousand people. This is a common indicator of registered unemployment in Russia — official status in recent years decide to only 23% of those who remained without work, the labor report for 2015. The real unemployment rate in these regions in 2015 was estimated at 16.7% (in Chechnya) and 30.8% (in Ingushetia). In three of the most unemployed regions were Tyva — 20.8% of the real unemployed (the official unemployment rate in the Republic is only 4.5%).
Regional employment centres are responsible regional authorities: since 2007 credentials in the field of employment assistance was transferred to the regional level, and in 2012 the regions to independently determine the staffing of their centers, reminded the Ministry of labor in the explanation for .
