Maria Gaidar refused Russian citizenship


“In the General Directorate for migration of the MIA of Russia received a petition of the citizen of Russia (Yegor Gaidar, in which she reported “the desire of renunciation of citizenship of Russia in connection with accession to the citizenship of Ukraine and the unwillingness to live and work in Russia”, — stated in the message on the website of the Ministry of interior. The Ministry did not say when it received the appeal.

The Department explained that the interior Ministry has begun to consider the treatment of Gaidar in accordance with Federal law No. 59-FZ “On procedure of consideration of citizens of the Russian Federation”.

Of the application with refusal of the Russian citizenship itself Gaidar said on the Odessa TV channel “the First city” August 7, 2015. She then also did not say when it was filed that statement. Press Secretary of the President of Russia Dmitry Peskov said that at that time the Kremlin has not seen the statements Gaidar renouncing Russian citizenship.

The rejection of a foreign passport is a condition for obtaining Ukrainian citizenship. According to the law, when getting citizens of other countries must give a written commitment to suspend citizenship. After that you need to surrender the old passport to the Consulate for two years.

In 2009-2011 Gaidar was first counselor for social Affairs, the Governor of the Kirov region Nikita Belykh, and then acting Vice-Governor on issues of health and social development. In 2012-2013, Gaidar was an adviser on social Affairs to the Vice-mayor of Moscow Leonid Pechatnikov.

Later Gaidar moved to Ukraine and 17 July 2015, the Governor of the Odessa region Mikhail Saakashvili officially introduced her as his Deputy, who will deal with social policy. August 4, 2015 the President of Ukraine Petro Poroshenko solemnly handed Gaidar Ukrainian passport. In her acceptance speech, she stated that she and Ukraine have a common enemy — “the authoritarian regime that kills people in Russia and Ukraine”.

May 1, 2016 came into force a new law on civil service in Ukraine, which prohibits officials to have a second citizenship, and to combine the position of Deputy Governor and the Deputy status, and Gaidar at that time had been elected in the Odessa regional Council, that occurred in the fall of 2015. May 10, Gaidar said that he wrote a letter of resignation from his post, but said that is not going to work as an adviser to the Governor Saakashvili.

7 Aug 2015 Gaidar said that he had filed a statement of renunciation of citizenship of the Russian Federation. In her personal card on the website of the Odessa regional Council said that at the present time Gaidar is the Deputy from “Blok Petro Poroshenko”, while working as a counselor of the Governor of the Odessa regional administration.

Under Russian law, renunciation of citizenship is permissive and applying for it does not mean automatic revocation. According to article 20 of the law “On citizenship of the Russian Federation” there are several grounds for refusal of release from citizenship.

The waiver can be obtained in the presence of not executed obligations to the Russian Federation, as established by the Federal law, if requesting “held by the competent authorities of the Russian Federation as a defendant in a criminal case or concerning it is available entered into force and enforceable court sentence”. To refuse can also the person who “has no other nationality or guarantees of its acquisition”.
