An unscheduled increase tariffs for transit of Russian oil through the territory of Belarus is a violation of the methods stipulated in the intergovernmental agreement. This was stated by Advisor to the President of Transneft press Secretary Igor Dyomin, transfers “Interfax”.
According to him, the agreement between the governments provides for the definition of tariffs for oil transit through trunk pipelines in Belarus applies the methodology approved in 2010. Under this mechanism, tariffs on oil transit through Belarus is indexed in accordance with method right up until Feb of this year.
This technique, said Dyomin, there is also an unscheduled revision of the tariff. It can be produced with a significant change in the business environment of companies for pipeline transportation of the Republic of Belarus, in case of unforeseen and uncontrollable circumstances that affect the indicators of production and financial activities of the organization,” said the spokesman.
For extraordinary revision of tariffs, the Belarusian organizations of pipeline transport shall be developed and submitted for approval to the transport organization of Russia planned values of the tariffs. The Russian side, in turn, must within two weeks to consider those proposals. If an agreement on the amount of the unscheduled increase in rates there, it is determined by authorized bodies of the countries in the field of tariff regulation, with the participation of transport companies within 10 working days of receipt of supporting documents.
If tariff authorities of the countries did not agree on the size of tariffs, the authorized body of Belarus approves the tariff, increasing current rates by the average annual consumer price index for the current year is set by the parameters of the forecast socio-economic development of Russia, increased by not more than 3%, said the press Secretary of “Transneft”.
“At present the Russian side in fact made aware about the unilateral decision violates the operating agreement as the provisions of the intergovernmental agreement and agreed methodology (mechanism) of change of tariffs”, — said Demin. He added that the first two steps provided by the methodology have been ignored by the Belarusian side.
“Transneft” has informed the FAS about violations by Belarus, said Demin.
1 Oct Belarus has published the decree of the Ministry of Antimonopoly regulation and trade, according to which the Minsk raises tariffs for Russian oil transit. The document says that the cost of transit from October 11 to rise to the national average by 1.5 times.
Minsk and Moscow continue talks on price of Russian gas. Belarus wants Russia discount on gas, calling the fair price of $73 per 1 thousand cubic meters.
On 20 September President of Belarus Alexander Lukashenko criticized Russia for its unwillingness to reduce the price of gas. Last Saturday, Deputy Prime Minister Arkady Dvorkovich told reporters that the talks on gas price with Belarus will be held in the beginning of next week. Talk of a discount is not, he said.
