Russia may renew the agreement with the United States on plutonium disposition by complying with several conditions, including the cancellation by Washington of the anti-Russian sanctions. All necessary conditions are contained in the draft law on the suspension of the agreement with the United States, introduced Monday in the state Duma by Russian President Vladimir Putin, the document is placed in the Duma database.
The number of conditions also includes the abolition of the so-called “Magnitsky act”, and a reduction in military infrastructure of the United States in countries that joined NATO after September 1, 2000.
The Kremlin announced the suspension of the agreement on plutonium disposition in the morning, 3 October. In the decree signed by Putin, this decision is due to fundamental change of circumstances, the threats to strategic stability in a hostile action” in the United States against Russia, the failure of States to fulfil obligations for the disposal of excess weapons-grade plutonium in accordance with international treaties and based on the need for urgent measures to protect the security” of Russia.
