Putin accused Kiev in search of pretext to sabotage the Minsk agreements

According to the President of Russia Vladimir Putin, Kiev deliberately not fulfill the political part of Minsk agreements and the statement of the President of Ukraine Petro Poroshenko about the unsettled state of security in the Donbass is only a pretext for this.

“I know that my colleague, the President is again trying to shift some responsibility on Russia, citing the lack of regulation in the sphere of security,” he told reporters in Goa. “I think it’s just an excuse to do nothing in the political sphere,” Putin said. According to Putin, “we need to go at least parallel, and in pursuance of the security issues, and making absolutely necessary for the settlement in General and long-term steps in the political sphere.”

“To achieve a settlement will be impossible”, — concluded Putin.

Before October 15, Poroshenko has called the conditions under which Kiev is ready to start the implementation of the political part of Minsk agreements. According to the Ukrainian leader that will not happen until the other party does not fulfill the “package”. “I have stressed again: the Minsk plan provides clear measures and criteria. Until component security, software security, Ukraine further in the political process to move will not” — said the head Ukrainian state.

Poroshenko said that the package of security implies a complete cease-fire, withdrawal of foreign troops from Ukraine, the transfer of the first stage under the control of the OSCE, and in the future — under the control of Ukraine uncontrolled sections of the Ukrainian-Russian border, the withdrawal of heavy equipment and artillery, as well as the access of OSCE observers to all areas of individual regions of Donetsk and Lugansk regions.

The self-proclaimed head of the Donetsk national Republic (DND) Alexander Zakharchenko called the statement Poroshenko cause aggravation on the frontline in the Donbass. “Today we carried out exercises that are associated with two things. The first is severe exacerbation of the contact line and the second performance of Peter Poroshenko, in which he completely reversed the Minsk agreement and has in fact unleashed a new round of hostilities”, — explained his point of view, the head of the drns.

The agreement realizazii the Minsk agreements 2014 was signed in February of 2015 during the assault on the city of Debaltsevo forces of the opponents of the official Kiev authorities. It was developed through lengthy negotiations between Vladimir Putin, French President Francois Hollande, German Chancellor Angela Merkel and Petro Poroshenko.

Officially, all parties to the negotiations believe that the Minsk agreements remain in force and continue to operate, although their activities, including the transfer of control over the border, had to be implemented by December 2015.
