Deputies of legislative Assembly of Sevastopol adopted in the first reading the bill on amendments to the city Charter which provide for the introduction of elections of the Governor. Now Governor of Sevastopol elected by deputies of the regional Parliament of the three candidates proposed to the Parliament by the President. Online broadcast of the meeting was carried on the website of the regional Parliament.
For the correction deputies voted unanimously. After the announcement of the voting results in the meeting hall sounded applause. Adoption of an amendment to the Charter required two-thirds majority of deputies, i.e. at least 16 out of 24.
“Our position has not changed, only the changed opinion of the higher official of the subject of Federation”, — said Deputy Chairman of legislative Assembly Alexander Kulagin, who represented the amendment to the deputies. He recalled that the deputies twice tried to carry out the amendment in the regional Parliament. In support of the amendment expressed the senators from Sevastopol Olga Timofeeva and Andrey Sobolev, Deputy of the state Duma of Sevastopol Dmitry Belik and acting Governor Dmitry Ovsyannikov.
“We have a region-free, we are free to decide their own destiny, to choose deputies and, of course, the head of Sevastopol”, — said the acting Governor. Ovsyannikov recalled that in his appointment the President drew his attention to the fact that its objectives should be aimed at solving problems of interest to Sevastopol. “Only as a result of direct elections, I will be able to see the evaluation of their work,” he added.
The Chairman of the legislative Assembly of Sevastopol Ekaterina Altabaeva, kommentiruya the adoption of the amendment, said that local Internet portal ForPost recently conducted a survey among the readers, whether they are ready to choose the mayor by popular vote. In the survey of more than 3 thousand people, of which about 80% were in favor of direct election of the Governor, she said. “We believe that a significant amount of Sevastopol maintain this option election, and that cannot be deprived of such right of Sevastopol”, — said the Chairman of the regional Parliament.
“While we were in Ukraine, this desire [to move to direct elections] was not satisfied. Finally in Russia we had the opportunity to elect the head of the Federation is the most democratic way — by popular vote”, she added.
Last week in the legislative Assembly of Sevastopol was held a round table with participation of the acting Governor on the elections of the head region, which Ovsyannikov supported the idea of transition to direct elections.
The second reading of the amendment will be held next month, said Kulagin. You will then need to pass a regional law on elections of the Governor. Deputies have already started to work on the draft, Kulagin noted. “The CEC in 2012, has developed a model law for all subjects of the Russian Federation, we adapt to your region,” he added.
Altabaeva expressed the hope that direct elections of the Governor of Sevastopol could be held in September 2017.
The transition to direct elections of the Governor of Sevastopol was a promise of “United Russia” and the “people’s mayor” of Sevastopol Alexey Chaly on elections to the legislative Assembly in 2014. The idea to hold direct gubernatorial elections in Sevastopol in February 2016 suggested Chaly, who at that time was a prolonged conflict with the Governor Sergei Menyailo.
In December 2015 Chaly announced that the regional government is not doing its job and that he was retiring and offered to do the same to the Governor Menyailo. He ignored the call Chaly. Initially, the IMF also advocated for a transition to direct elections of governors, however, in February 2016, he changed his point of view. “I support a rigid vertical of power, that the Governor is appointed”, — he said in the program “Posner” on February 16 on “the First channel”.
In July the President dismissed Menyailo from the post of Governor and appointed him presidential envoy in the Siberian Federal district. The acting Governor was appointed Dmitry Ovsyannikov. On Tuesday morning he was not available for comment. Earlier Ovsyannikov has repeatedly said in the media about their desire to participate in direct elections of the mayor in September 2017.
