The state Duma has banned deputies to vote the proxy cards

The state Duma on Friday, 21 October, adopted amendments to its rules of procedure, according to which the work of the Parliament will be valid only personal voting of deputies as at the meetings of the chamber and in committees and on the Council of the Duma, reports “RIA Novosti”.

The amendments were initiated by deputies from “United Russia” — Vice-speaker Sergei Neverov, the head of the faction Vladimir Vasiliev and his first Deputy Andrei Isaev. Amendments to the regulations repeal the transferability of a Deputy of his vote in his absence for a valid reason, and develop a list of good reasons which can become the basis for the absence of the Deputy at meetings.

Among these reasons, the temporary incapacity of the member in the direction of his overseas on the official parliamentary delegation, official business by order of the Chairman of the state Duma and the head of the faction. In addition to this, deputies, not having the opportunity to take part in the plenary session for a valid reason, may Express their position on any question under consideration in the statement to the speaker of the state Duma.

Earlier, the speaker of the lower house of Parliament, Vyacheslav Volodin called “unacceptable” form of voting by proxy and noted that in the future may be considered the financial responsibility for the absence of deputies at sessions of the state Duma without a good reason.
