The politicians included Volodin of the three leading Russian politicians

The center for political technologies (CPT) has prepared a second edition of the ranking of political influence, politicians and businessmen of Russia “the Political class of Russia.” The authors considered the index of influence (third quarter 2016) 150 politicians, businessmen and public figures, which was based on expert survey, media index and experts of the CPT.

Since the release of the first such rating in July 2016 in addition to the regional and Federal elections there has been a considerable number of resignations and appointments, the report said.

The top three consolidated rating of influence, which already has representatives of Federal state institutions, the parliamentary and party elites, the regional authorities and “leaders of public opinion” and business executives after the elections became the former first Deputy head of the presidential administration, the new speaker of the state Duma Vyacheslav Volodin. He took third place, losing to President Vladimir Putin and Prime Minister Dmitry Medvedev. In July, he was ranked fourth.

This was facilitated not only high result of “United Russia”, but “a successful test of practice updated party and electoral systems, reforms which are closely linked with his name”, say the compilers of the rating. Also in favor of Volodin was the fact that the post of speaker of the Duma, his candidature was proposed by the President, experts explain.

Fourth place in the summary ranking of influence took the head of “Rosneft” Igor Sechin: in July, he moved up three positions, ahead of foreign Minister Sergei Lavrov (now fifth) and defense Minister Sergei Shoigu (now in sixth place).

Seventh place was taken by the head of the FSB Alexander Bortnikov, rising two positions. The top ten also included Moscow mayor Sergei Sobyanin, whose rating increased by four positions (from 12th to eighth place). Ninth place went to the Secretary of the Russian security Council Nikolai Patrushev. Closed the top ten, the new head of the presidential administration Anton Vaino.

From the first three of the overall ranking fell, the former head of the Kremlin administration Sergei Ivanov. He lost 21 positions, finishing only 33-e a place, after Putin changed the head of the presidential administration and appointed Ivanov representative of the President on environmental issues, ecology and transport.

More all dipped position of the head of the Investigative Committee Alexander Bastrykin — 29 positions. He is now in 43rd place. His ranking was affected by scandals and rumours of resignations, according to the report. For the same reason, lost nine positions Vladimir Kolokoltsev: it now occupies the 37th place.

The rating is objectively reflects the current situation, but also reflects the desire of its authors to “update yourself” in the eyes of the establishment, says political analyst Konstantin Kalachev. “In connection with the transition Volodin in the Duma, of the expert society podvisli, it’s unclear who will be in demand. The complexity of the rating methodology also points to a political motive,” he says. In particular, Kalachev indicates that the emergence of Sobyanin in the “top ten” may be due to the fact that the President of the CCM Igor Bunin worked actively with the Moscow government in the last election. Additionally, all parliamentary parties to the poll attracted only to the Deputy from LDPR Mikhail Degtyarev.

The elections of the state Duma did not improve the position of deputies in the General rating of influence, with the exception of the leader of LDPR Vladimir Zhirinovsky. By the beginning of the election campaign, he occupied 34-e a place, and after its completion rose to a 29-th row. Less influential on the outcome of the election campaign became Communist party leader Gennady Zyuganov (31-th place moved to 39th). List of LDPR has shown the best since 1993, the result, the CPRF faction in the Duma, the seventh is smaller than in any of the previous six, explained in the report.

The Secretary General Council of “United Russia” Sergei Neverov from 41st place which he occupied in a rating in June, down by 53-E. the Transition of the speaker of the Duma Sergei Naryshkin to head the SVR immediately after the election had an impact on his influence: from the 22nd place it fell by 34-E.

Elections raised the rating of experts of the President of the Central election Commission Ella Pamfilova (from 40-th to 27-th position), which managed to run a campaign without any significant scandals.
