Moscow. 28 Oct. The Finance Ministry proposed to discuss the possibility of introducing new types of social benefits on poverty. About it in interview to “Rossiyskaya Gazeta” said Deputy Finance Minister Tatyana Nesterenko.
“Today it would be right for us to move on to the application of the principle of neediness in the appointment of private social benefits, and to discuss the possibility of introducing new types of benefits — benefits for poverty” — said Nesterenko.
According to her, it is necessary to legislatively define the concept of “neediness” to unify criteria, assessment procedure of income and property of the family, the circle of persons related to members of the family. All that is necessary to move on to the application of the principle of neediness in the appointment of private social benefits.
Nesterenko refers to the global experience: “Most countries of the world take active measures to protect the poorest groups of their populations and provide targeted poverty benefit. The main criterion in choosing the participants of the program – the means test and the availability of property: the right to participate in the program receive all of the family income and the security of property which is below the established in the country.”
The Deputy Minister stressed that social support and now is targeted. The law defines certain categories of citizens, which it must be provided. Nesterenko draws attention to the fact that according to statistics, financial support is more need today of all families with children up to 16 years, especially families with two or more children and one working parent.
The question reflected whether the proposal for a new allowance in the draft budget for the next three years, Nesterenko said: “We believe that such work should be conducted to find an acceptable and agreed decisions. But in terms of a budget for 2017-2019, changes in this area in the budget projections are not provided.”
