The Kremlin will go to the regions
The new curator of the political block of the Kremlin Sergey Kirienko continues to work on their directions. In particular, curators of the territories of the regional unit of Department of internal policy given installation often go to the scene, said two people close to the presidential administration, and was confirmed by a source in the Kremlin.
“The staff of territorial divisions do have will be more likely to go places, talk to people to understand how living regions, not from references, and from live communication, getting acquainted with the situation on the ground”, — said the interlocutor in the Kremlin.
A source close to the presidential administration, said that Kiriyenko put before the curators of the regions the task “not only to know what is happening in their jurisdictions, but to be able to predict the situation.” According to another source close to the Kremlin, the curators were told that they should know the situation on the ground is no worse if not better governors; curators must be respected — and it depends on how much they will have information about what is happening in the regions.
A source close to the Kremlin, said that the political weight of the current supervisors do not go to any comparison with what it was in the 90s: “back Then it was a very strong, influential people that could solve many issues”. At the same time, according to him, in this area “was incredible corruption” is from the curator always depended, like the work of a Governor is to be presented in the Kremlin.
With the advent of Vladislav Surkov to the post of Deputy head of the presidential administration in 1999, says the source , the curators “have started to draw, to deprive of authority.”
When Vyacheslav Volodin, who became the curator of internal policy in December 2011, according to two sources close to the Kremlin, gradually reduced the number of trips of curators in the regions. If initially, said one of the interlocutors , each curator site — and for one employee is usually assigned two or three, sometimes four regions — had to leave in the subordinate entity at least once in a month and a half, in the last 1.5 years the setup has changed. “The frequency of visits was reduced, began to go only as necessary,” adds a former Federal official.
Travel was very small, says a source close to the Kremlin. The reduction in visits was due, in particular, the fact that “supervisors should not be spliced with the regions”, said a former Federal official. For this reason, supervisors could transfer from one region to another, especially large-scale changes in this respect occurred in 2015.
Another source close to the presidential administration, says that the way the former leadership of the political unit to a certain extent insure the risk of corruption. The Kremlin also began to involve in the monitoring of election campaigns in the regions outside experts. Former Federal official recalled that after coming Volodin, the Kremlin has become widely introduced the position of Vice governors on domestic policy and gradually much of the information about what is happening, the presidential administration began to receive from them.
A source in the Kremlin said that mechanisms to minimize the risk of corruption in recent years created enough: “Employees responsible for the interaction with the regions, should have the opportunity to get acquainted with the situation and talk to people.”
A former Federal official said that now the curators of the regions on the ground almost no one knows and they do not decide anything.
Installation Kiriyenko on the need of supervisors of the territories to travel frequently to the field — the right decision, a political analyst Vitaly Ivanov: “Before they were committed serious excesses, Institute of regional supervision was weakened, and its credibility is necessary to restore”. Supervisors, he said, should be the regular channel of interaction between the presidential administration and its political bloc with the regions: “They should be able to constantly communicate with the governors regularly visit. Ideally, the curator should visit their territory at least once a month.”
Each stage of development requires a regional policy of its decisions, says political analyst Dmitry Orlov. In the middle of the two thousandth, according to him, the curators actually replacing the regional authorities, in the last two or three years, the Kremlin relied heavily on the Vice-governors on internal politics, combined with the monitoring function of the curators of the regions. Now, according to Orlov, the desired synthesis: the Vice-governors, working in the field; curators from the Kremlin, which is in direct communication with regions, visits in the territory, especially when it comes to conflict situations; onf with its Supervisory functions; the maintenance of the monitoring system of the situation in the regions.
In the last few months, he said, conflict in the regional elite has intensified: “This was due to both the conduct of party primaries (“United Russia” —), and a number of other factors.” And now we need to clearly broadcast the position of the Federal government: “Such signals as education (in recent years the Kremlin has regularly conducted training seminars for governors and Vice-governors ) are not always the same as the anonymous media signals, since it is unclear at what level they are broadcast, does it support the leadership of the country.” Required direct contact between the Federal centre and regions, says Orlov. The curators, in his opinion, should go to the direct interaction with the leadership of the territories “to become centers of influence”, translating the rigid recommendations of the President’s administration.
The decision to invest curators are very relevant, according to the first Deputy Chairman of the Federation Council Committee on defense and security Frants Klintsevich. “Many local problems, regional authorities blamed on the Federal government, because local authorities do not want to solve these problems at their level. This practice will allow you to have more control over the activities of regional leaders,” he stressed.
