The government called theoretical plans to raise salaries to officials

The government explained the situation around messages about RT that salaries for Federal officials from January 2019 can be increased by 38%.

“The figure of 38% was a scheduled, theoretical. Due to the current economic situation, this figure — even given the fact that it goes on past the end, in 2019, is likely not to be achieved”, — reported in a press-service of the government, betrays the “RIA Novosti”.

The press service noted that the planned increase of the salary on the average on 38% is not an increase, but an increase cumulatively from 2012 to 2018. The press service added that the change in the wage structure of civil servants from January 2019 envisaged the Main directions of development of the state civil service of the Russian Federation in 2016-2018.

The government recalled that the indexation of salaries of civil servants have been frozen in 2015, the presidential decrees in 2014 and 2015 salaries of the Federal authorities was reduced by 10%, and in the presidential administration and the government staff by 10% was also reduced and wages.

“In the budgets of 2015, 2016, and now in the draft budget for 2017-2019 abolished the rule of indexation of wages of civil servants on inflation. Increase salaries of civil servants in the draft three-year budget is also not provided,” — said the press service of the government.

Earlier on Tuesday, November 8, RT citing the Department of press service and information of the government announced that from January 2019 salaries of Federal officials can be increased in average by 38% due to the guaranteed rate (salary).

In August 2016, the President of Russia Vladimir Putin signed the decree “About the basic directions of development of the state civil service of the Russian Federation in 2016-2018,” which, in particular, is aimed at raising the prestige of civil service.

The action plan for the implementation of the document, the government approved in September. It indicates that by the fourth quarter of 2018 must be completed “on perfection of system of material stimulation of civil servants and the structure of salaries for civil servants, including to increase the guaranteed part of their salaries and share of the payments due to the efficiency of their professional activity”. Specific figures in the document are given.

The last time the salaries of officials were being indexed in 2014. As written, the draft budget for the next three years also provides for the increase of salaries of civil servants.
