Russia will increase annual spending on HIV up to 30 billion rubles.


The government intends to spend on countering the spread of human immunodeficiency virus (HIV) additional RUB 52.9 billion in the next four years. Annual increase in expenditure of approximately RUB 13.2 billion stated in the feasibility study to project HIV strategies up to 2020. The need to increase spending for HIV is long overdue, experts say. In the last ten years Russia has seen a steady annual growth of infected an average of 10% a year, according to the government. The health Ministry did not specify what portion of these amounts will go towards the treatment and detection of HIV infection.

In 2014 and 2015 Russia spent on the purchase of drugs for HIV-infected approximately RUB 20 billion, as analysts estimated aid to HIV-positive Coalition of readiness for treatment of HIV/AIDS (ITPC.ru). Other indicators approved strategy even beyond the project. In the final version the proportion of HIV patients consisting on the dispensary account and receive special treatment in 2017 should be 69.7 percent. The draft budget includes a 60%. To achieve the level indicated in the project, the Ministry was planning to additionally spend 9.2 billion rubles — 70 thousand RUB. per person. This, according to the calculations Department, should be enough for maintenance therapy for 132 thousand patients. Plus additional 792,3 million rubles for laboratory support these patients, which will allow four times per year to evaluate the results of their treatment.

Experts say that this money is enough for the treatment to even greater number of people living with HIV. 9.2 billion RUB will be enough for the 390 thousand patients, calculated in ITPC.ru. State funds should be allocated not only for testing and treatment, or HIV-epidemic is not stopped, says Vadim Pokrovsky, Director, Federal AIDS center. “Test-and-treat is a one — way approach, even if you allocate money to complete drug coverage of all newly identified HIV-infected. Informal epidemic
