“The first thing we agreed today is a clear prospect of the ratification of the Association agreement with the EU”, — said the President of Ukraine Petro Poroshenko at the summit European Union-Ukraine in Brussels. According to him, the terms of the agreement may not be amended, and the agreement shall again undergo ratification procedures. While the agreement is not ratified by the Netherlands, which in April against ratification in a referendum voted by the majority of its members.
The President of the European Council Donald Tusk at a press conference said that his goal was “to complete the ratification of the agreement,” which has political significance. Tusk said that after talks with Prime Minister of the Netherlands mark Rutte and Petro Poroshenko, the EU is working on a solution that will enable the Netherlands to ratify the agreement, taking into account the concerns of citizens. Tusk expressed hope that a solution will be found at the December EU summit. “Ukraine’s success will mean success for the whole of Europe,” he said in Ukrainian.
The second issue discussed at the summit, was the liberalization of the visa regime between Ukraine and the EU. “It was clearly said that Ukraine has fulfilled its obligations,” — said Poroshenko. In the past, according to him, Ukraine has set the conditions after which you can talk about the abolition of the visa regime. At the summit on Thursday, according to the President of Ukraine, he was asked no question, Ukraine has fulfilled all. “This is the first summit, when Ukraine put questions, and we, the Ukrainian delegation put questions”, — noticed Poroshenko.
Tusk at a press conference confirmed that Ukraine is ready for visa-free regime, but it will come into force when the European Parliament and the European Council will agree on the mechanism of its suspension. Tusk promised to work to find solutions and its adoption will be strengthened and accelerated. Predsedatel of the European Commission Jean-Claude Juncker said that it could happen in December. Juncker also welcomed Ukraine’s decision to lift the ban on timber exports, allowing the EU to give Ukraine the second TRANS of financial assistance in the amount of 600 million euros.
Tusk at a press conference said that the EU supports territorial integrity of Ukraine and that the Minsk agreement must be implemented.
The summit in Brussels became the first from April 2015.
The dialogue on facilitation of visa regime with Ukraine, the EU has since 2008. Finally, on April 20 of this year, the European Commission has submitted a legislative initiative to the EU Council and the European Parliament to abolish visas for holders of biometric passports. Along with the decision by Ukraine, the EU expects Georgia. In April 2014 the visa-free regime was introduced for citizens of Moldova.
