Russia had paid a fee for participation in the COE structures, including the parliamentary Assembly of the Council of Europe (PACE) in 2016. This was reported by press Secretary XIE Tatyana Baeva. The reason for this position of Moscow became the sanctions imposed on the Russian delegation in PACE. Baeva did not name the amount of the contribution, referring to the resolution following the meeting of the Committee of Ministers on 25 November 2015, which has a different amount of the contribution from Russia and 27.1 million euros.
According to her, the difference is due to the fact that the resolution fixed the contributions to the total budget, however, the participating countries allocate extra funds intended for the implementation of additional agreements. Russia – along with France, Germany, Italy, UK and Turkey – is one of the largest donors to the COE. The share of each of these States accounts for up to 10% of the total budget of the organization, which in 2016 reaches 442 million euros.
How States pay for the work of the Council of Europe
Contributions to the CE is determined on the basis of their Gross national product and population. In addition to the calculation formula there are a few rules, including the minimum and maximum contributions to the regular budget, as well as the parity of the contributions of major donors.
The CE regulations, each country-member must pay at least one third of its obligatory contribution in the first two months of the year. The remainder of the Deposit must be paid on completion of the first six months of the year. After six months on the outstanding balance of the Deposit accrue interest of 0.5% per month for the next six months and 1% per month after that, says Baev.
