In the state Duma on Tuesday held a round table devoted to the problem of newborn children. The participants discussed the bill Senator Elena Mizulina to ban the organization boxes for the anonymous abandonment of newborns under the threat of a fine up to 5 million rubles or suspension of activities for up to 90 days. The Duma is the opposite of bill that would legalize baby-boxes from a group of senators, a group of senators headed by Vadim starting from the nozzle.
Chairman of the Duma Committee for women’s Affairs Tamara Pletnev said that both projects in the lower house will consider before the New year.

The government believes that the project Mizulina needs substantial improvement before its consideration by the state Duma in the first reading. In his opinion, the Cabinet of Ministers refers to the Convention on the rights of the child, by which States recognize that every child has the inherent right to life and ensuring to the maximum extent possible the survival and development of the child.
The project group, the government was not in favour, citing the position of the UN Committee on the rights of the child, which calls on Russia to abandon the baby boxes. In addition, the implementation of the bill may require additional expenditures of regional budgets, according to the opinion.
