The speaker of the State Duma Vyacheslav Volodin Monday, December 5, held a meeting with leading Russian universities agreed on the possibility of their involvement for the examination of bills, the correspondent with reference to the press service of the state Duma.
“We should talk about the scientific expertise not only made the bills, but also to develop legislative initiatives, and on calculations of outcome and effect of their enforcement, in other words: regulatory impact assessment. This approach to the work on laws needs to increase their quality, thus answering the demands of society,” — said Volodin.
According to him, interaction with universities is the first phase of the integrated expert support for legislative initiatives. In the second phase, the expert evaluation is planned to connect trade unions, experts of the chamber of Commerce, the Russian Union for the support of entrepreneurs, representatives of “OPORA Russia” and other communities.
A joint meeting can be held in January 2017, and its follow-up will be formed expert Council under the Chairman of the state Duma.
In the meeting with the speaker of the state Duma was attended by the rectors of the Moscow state legal University named after O. E. Kutafin, Moscow state University, MGIMO, the Higher school of Economics, First Moscow state medical University, Russian presidential Academy of national economy and state service under the President of the Russian Federation and others — a total of 11 institutions of higher education.
