The state Duma approved a ban on the creation of legal entities-spam organizations


The state Duma in the first reading adopted the government bill banning the creation of Russian legal entities, foreign and international organizations whose activities in Russia as junk, according to “RIA Novosti”.

Approved by the lower house of Parliament, the document proposes to amend the Federal law “On measures of influence on persons involved in violations of fundamental rights and freedoms of the person, rights and freedoms of citizens of the Russian Federation”.

The authors of the bill point in the explanatory Memorandum that in the year 2015 was determined by the procedure and consequences of recognition in Russia undesirable activities of foreign and international non-governmental organizations. At the same time, these organizations were not forbidden to create in Russia a legal entity.

In 2012, in response to accepted in the United States “the law Magnitskogo” the state Duma adopted the law “On measures of influence on persons involved in violations of fundamental rights and freedoms of the person, rights and freedoms of citizens of the Russian Federation”. The amendments introduced the concept of the undesirable organization was adopted in may 2015. According to them, foreign or international non-governmental organization will be considered spam if it is a threat to the security of the state and the constitutional order. Authorities to ban the activities of these organizations in Russia. The Ministry of justice maintains a list of such structures, and recognizes the organization unwanted prosecutors.

Currently, the list of the Ministry of justice has seven such organizations, most of which are American.
