Fights at bus stops
The waiting time of ground transport in Moscow increased significantly after a mass cancellation of minibuses in August of this year. These data are provided in the passengers Union of Russia, based on complaints of Muscovites. In this regard, the Union sent a letter to the city government.
August 15 in the capital remained eight private carriers that operate on the state contract, more than 300 routes were canceled. “After the cancellation of buses, the average waiting time at the bus stop increased almost everywhere. On some routes it grew by three minutes, others for 20 minutes,” — said the expert of the Union of passengers of the Russian Federation Yuri Aralov.
The situation is acute in the North-East of Moscow in the area of Lianozovo and Medvedkovo. There canceled the bus that went from the street Abramtsevo to platform Losinoostrovskaya to the metro station “Medvedkovo”. “Before the bus went every few minutes. Now there are complaints that in the evening, after 20.00-21.00, you have to wait for the bus 40 minutes,” said Aralov. For a few moments increased waiting time on the long route from Khovrino to Losinoostrovskaya, which passes through the area of Lianozovo, Altufevo, Medvedkovo.
In the Southeast there are also a few problematic routes. From the metro station “Lyublino” to market “green thumb” and “Vykhino” to the 4-th microdistrict Kozhukhovo before every five minutes I went “Gazelle”. Now the buses and minibuses, the headway is about 20-30 minutes.

Chairman of the Union of passengers Kirill Yankov said that he had sent to the Department of transport’s complaint for cancellation of minibuses in the West and Zhao. “The bus 130 from MSU to Filevsky Park before was duplicated by minibuses. Now, as 20 years ago, there goes one bus. Students write that before the transport went off every two minutes. Now, in “rush hour” you have to wait five minutes, the rest time — 10-15 minutes”, said Yankov.
The second problem faced by the Muscovites after the cancellation of routes, capacity of transport. According to the Union of passengers, instead of the abolition of minibuses authorities have allowed enough buses and trolleybuses, and many passengers are unable to leave the stops. This situation, in particular on routes from the metro station “Ulitsa 1905 goda” in the direction of “Shelepiha” and “Fili”, as well as from the metro station “Yugo-Zapadnaya” in the New Moscow.

A lawsuit in the Supreme court
The President of the Moscow transport Union Yury Sveshnikov claims that the problems with closed routes came to Moscow towns of Moscow.

According to the law “About the organisation of regular transportations of passengers”, all routes that are legally operated at the time of its adoption, shall be entered in a special register, and carriers to obtain the necessary documents to continue the work. But this has not been done, says Sveshnikov. After will be the hearings on the appeal complaint, Sveshnikov promises to appeal to the Supreme court.
Earlier, the Deputy head of the Department of transportation Mosquitero Pronin explained that the city has the right to cancel municipal routes, the admission of carriers is carried out only through a competitive process, and all market participants were informed about the changes for another six months.
What was the reform of passenger transportation
In 2016, Moscow launched a new system of private passenger transport. The company is now working under government contracts: the city itself develops schedules, routes, pays for transportation services and collects the fare. Of the more than 500 private routes in Moscow were 211, which now serve not 4.6 thousand and 2.1 thousand taxis. The city routes were played at the auction announced by the city authorities. The winners were eight companies: “Avtocard”, “TRANS-Wei”, “Transvelas”, Gepart, “Taxi Park number 20”, “al Grant” TC “Rico” and “Gortaksi”.
New vans began to appear on the streets in may 2016, and the entire system started on August 15. The bus now painted blue, in the salons are air-conditioned, CCTV cameras and electronic signs. The authorities claim that most of the cancelled routes dubbed urban transport. The original was only 142 of the route, and they all left. The number of illegal routes has decreased in eight times. With the beginning of the year detained nearly 4.5 thousand buses. In 2017, the routes of private carriers will be displayed on electronic signs at bus stops, said the Agency.
The ability of the new system of minibuses to carry passengers was insufficient for objective reasons, said the expert organization “City and transport” Vladimir Sviridenkov. “Before the reform, the market was “grey,” and the company was understated in reporting the traffic volumes to pay less tax. When developing a new route network, passenger traffic was underestimated,” says Sviridenkov.
According to him, gradually, the problem persists: run the new buses, changing traffic patterns and schedule. Passengers should notice an improvement in many problem areas, for example, near the North River station.
