Experimental system of document flow between the companies based on blockchain technology will be launched for use in the first quarter of 2017, said the Deputy Chairman of Sberbank Vadim Kulik. The Digital Ecosystem allows participants to communicate by using blockchain technology. To use the Digital Ecosystem in the first stage, in addition to the largest Russian Bank will be the FAS, “Aeroflot”, oak, “Russian coal” and “Forteinvest”. Later it is planned accession of new partners.
“This will speed up the process of information exchange between participants,” — said Kulik.
This project was discussed in the working group, the Bank of Russia on the blockchain, said Deputy head of FAS Russia Andrey tsarikovskiy. “Now this is a pilot project, we go through the first stage — the definition of units and interactions, allocation of the necessary software and hardware” he said, noting that in connection with the implementation of the project may soon be required by regulatory changes.
FAS expects that in the first quarter of the year, the Digital Ecosystem fully operational, and by the end of the year the number of participants increase. “This will dramatically reduce the cost of human resources, to avoid duplication of information, to go to a completely new way of confirming the authenticity of the documents,” explained Tsarikovsky. In addition, he said, electronic documents based on the blockchain will accelerate the timing of responses when dealing with legal entities, will increase the openness in the transmission of information.
The CEO of the company “Russian coal” Bilan Uzhakhov said he believes the Digital Ecosystem efficient and functional. “Our company was engaged in the project debugging procedures for the establishment and deployment of network nodes blockchain and installing the platform software” — he said.

Now there are several ways of workflow between different organizations — from the simple exchange of e-mails to cloud-based systems offered by the various providers, said the Director of the Bank “FC Opening” Kirill Menshov. The Bank actively develops its own financial projects based on blockchain, is one of the members of the consortium for the study of the blockchain created in 2016, the Central Bank.
According to Menshov, not all methods are equally convenient. For example, when sending documents via e-mail, you must still duplicate on the paper carrier of information, which is legally binding. “In the case of electronic documents between two parties, they have to separately negotiate with each other about the format of cooperation, electronic digital signature, the encryption method. If you have a lot of contractors, this greatly complicates the work,” he explained.
State organizations and departments use to exchange information a special system of interagency interaction (SMEV), which allows them to share information electronically. Network constructed on the basis of secure communication channels between nodes located in data centers of the operator — “Rostelecom”.
“There are proposals to connect private organizations to exchange among themselves, but to mass use is still far away,” — said Menchov.
Among the most famous electronic document management systems using cloud technologies — network business communications VLSI (among its members — “Rostelecom” and the network of fast food Burger King) and a network “Diadoch”, founded the Ekaterinburg company “SKB Kontur”. According to experts interviewed , their main disadvantages — limited number of participants and centralized storage of information from a single provider.
“In the Digital Ecosystem database is not stored at one provider, and all partners. Thus, we achieve a high level of confidence in the system and their maximum protection,” says Uzhakhov. Exploring the blockchain in the financial sector are engaged in international consortia HyperLedger and R3 CEV, the participants of which are the largest banks and investment companies in the world. In Russia the creation of the consortium in 2016 initiated by the Bank of Russia; it includes Sberbank, Qiwi, b & n Bank, OTKRITIE Bank, Tinkoff Bank, Alfa-Bank and a number of other market participants. In the Digital Ecosystem documents can be transmitted and stored in encrypted form and to use electronic signatures. “The parties to exchange documents within the established rules, as it happens in online communities. To connect to them, you also need to accept certain rules,” explained Menchov. He added that the number of participants in such electronic document management systems can be unlimited, since it does not depend on the server capacity of the provider.
Deputy General Director of SAP CIS Andrey Sharak believes that the use of document management systems based on the blockchain is the next stage of development after the cloud. “I think that in 10-15 years most of the information exchange systems, including SAP business workflow, will be based on technology blockсhain,” says Sharak.
The source in one of Russia’s largest banks suggested that the project is very attractive for large companies, which need effective interaction with government agencies, including timely providing them with some information. “The existing paper workflow when interacting with the FAS of Russia is inefficient, and we would like to give it up,” admits Vice-President of Sberbank Teymur sternlab. According to him, on the basis of the Digital Ecosystem Bank hopes to establish electronic document exchange with other government agencies. “So this project is very important to us,” — says the banker.
The use of Digital Ecosystem, the project participants will increase the speed and accuracy of processing information, reduce legal risks.
However, warns Menshov, even if you are using blockchain, there is a risk that the document will be lost and will not reach the addressee. “Will require the integration of internal systems [company party] and gateway blockсhain. According to a source familiar with the details of the Digital Ecosystem, it is not required additional investments, as used existing software. “To earn it is not planned yet. This will be an open Protocol that can connect for free to everyone”, he added.
The experts found it difficult to estimate the costs of participants in the Digital Ecosystem, but in General use the blockchain usually allows you to reduce costs. “The blockchain technology that banks use to exchange payments really allows you to reduce costs, but in this case, is not expected to exchange and store large amounts of data,” said Menchov.
Andrew Sarek explains that the cost of using the blockchain can be lower than with centralized data storage. “In the latter case you need in addition to the main data center to build a backup.
