The amendments introduce fines for the distribution of SIM cards without authority of the operator: for individuals — 2-5 thousand rubles, and for legal — 100-200 thousand rubles For the illegal sale of SIM cards of foreign citizen or person without citizenship the fine plan of 50-60 thousand rubles with confiscation of SIM cards, as well as administrative arrest up to 15 days with expulsion from Russia.
According to the representative of MTS Dmitry Solodovnikov, the company “fully supports the provisions of the bill”. He noted that it “will provide an additional channel to attract subscribers, will facilitate the process of their remote identification and streamline distribution SIM-cards”. In Yota said that the amendments will solve the problem of remote user authentication. In “VimpelCom” stated that the IAIS will help operators to check the data specified in the contracts. In the “MegaFon” declined to comment on the initiative, and Viber did not respond to a request.
