Moscow police will check the procurement activities of the Department of health of Moscow. As stated in the answer of the Investigative Committee to the request , the Department has studied the appeal of the former chief physician of Moscow oncological hospital No. 62 Anatoly Mahson, which concerned the purchase of the capital by officials of the cancer drugs at exorbitant prices. Materials were transferred from the police Department of the TFR in Moscow and in the city Prosecutor’s office, the document, which is signed by the Deputy head of the Department for relations with mass media Karina Beketova.

awaiting a response from the press service of the Supervisory authority and the police.

In December 2016, Makhson has complained to the investigative Committee and the FSB, and in January 2017, sent a similar statement to the Prosecutor General. In his address, he compared the purchase prices of the Department and the 62nd of the hospital and noted that city officials overpaid for drugs and medical equipment are almost 218 million rubles.

Unreasonable expenditure of the Department, stressed Makhson, has led to shortages of Oncology drugs in the city and, consequently, could have an effect on mortality from cancer. “The practice of procurement of drugs and medical equipment in advance repeatedly inflated prices prevailed in the Department of health of Moscow in recent years and directly related to the operation of the responsible officials”, — he pointed out.

The doctor also claimed that he reported about the situation in the procurement of medicines in Moscow Deputy mayor for social development Leonid Pechatnikov. “Instead, at the initiative Pechatnikov made the order of the government of Moscow on transfer of the Moscow city hospital № 62 of Autonomous health care institution in the budget”, — concluded, Makhson in their statements.

After the decision of the city government about the change of ownership of the 62nd hospital, Makhson said about inflated prices of the Department have publicly, including in interviews . He noticed that the Autonomous status allowed the hospital to spend own earned money to purchase the necessary medicines, which the hospital could not provide the city. According to medical publications and analytical Vademecum of the company Headway Company, the city authorities bought drugs more than 62 hospital.

Later Leonid Pechatnikov sent to the Federal Antimonopoly service letter to clarify how to set prices for medicines that the state acquires in the auctions. In his address, the official complained about the current legislation, which gives the Department profitable purchasing medicines.

The reason for the high purchase prices of the Moscow Department of healthcare — the lack of competition, wrote “Vedomosti”. The publication analyzed documentation on the procurement of medicines and found that auctions often won their only participants, and the contracts are awarded without a price reduction. The bulk of orders for the supply of medicines to Moscow received firms that are based owners of the group of companies “European medical center” (EMC). In EMS once worked as Printers, were said to “Vedomosti”.
