The Ministry of health against MIA
The project plan for the implementation of the state strategy of counteraction to human immunodeficiency virus (HIV), calculated until 2020, the Ministry of health handed over to the government on January 19. The Deputy Minister of internal Affairs Alexander Maganov reminded the health Ministry that the interior Ministry was asked to give up that initiative back in the summer of 2016.
Now in Russia can enter only those foreigners with HIV whose spouses, children and parents are citizens of the country or reside on its territory. Such a right infected patients received from the beginning of 2016. The reason for the easing of the legislation was the decision of the constitutional court on 12 March 2015. The applicants in this case were two Ukrainians and a resident of Moldova. A Ukrainian citizen, was deported from the country after discovering he was HIV positive, despite his marriage to a Russian woman. The second citizen of Ukraine with the infection are unable to return to the civil husband and the child after leaving the Ukraine and a woman from Moldova refused to issue the temporary residence permit, in spite of husband and child with Russian citizenship. The court found this behavior migration authorities unconstitutional.
20 Oct 2016 was declared unconstitutional a ban on the return to Russia of citizens who completely recovered from dangerous diseases, such as tuberculosis. Amendments to the legislation in this regard, a solution is being developed.
A ban on the adoption

Another key change that has undergone the draft plan — the refusal of additional funding strategies 70 billion RUB due to the observations of the Treasury plan no longer provides for the allocation of additional funds to combat the infection. Some of the initiatives departments are not reflected in the latest version of the plan. The Ministry of health did not add to the supply side, the Federal Antimonopoly service of the withdrawal of pharmaceutical companies exclusive rights to manufacture and sell patented drugs, if they urgently need to lower the price, and priority registration of HIV medicines in the event of an epidemic.
The decision about the final version of the plan will be in the government. The discussion document is planned for January 31. The strategy of combating infection was approved on 20 October 2016.
