The Federal Antimonopoly service has developed a draft presidential decree approving the national development plan competition in 2017-2019 years, reports the newspaper “Vedomosti” with reference to the text of the document.
As writes the edition, the FAS believes that the main threat of competition comes from the state. In this regard, the Ministry considers that it is necessary presidential decree to reduce state participation in the economy.
FAS proposes to do this in several ways, the newspaper said. The first is to reduce the market share of state and municipal companies. The government should ban state-owned companies and state Unitary enterprises to acquire new assets, both directly and through subsidiaries. From already owned, according to the FAS should be discarded, not only from the non-core. The draft decree stipulates that state-owned companies are required to develop a program of alienation of core assets, says the publication.
Deputy head of FAS Sergey puzyrevskiy explained to the newspaper that the project of the decree already passed by the interdepartmental discussion, General agreement was reached and submitted to the government with the wishes of the departments. In September of this year, “Vedomosti” wrote on the FAS report to the government in which he criticized the increase in the share of government in the economy. In particular, it was noted that the contribution of government and state-owned companies in Russia’s GDP has increased from 35% in 2005 to 70% in 2015. FAS emphasized that the expansion of the state’s share in the economy strengthens the monopolistic tendencies in the country.
