Recognition of Russian passports to the breakaway Donetsk and Lugansk national republics (DND and LNR) was dictated exclusively by humanitarian considerations. This was stated press Secretary of Russian President Dmitry Peskov, reports .
According to Peskov, the situation has arisen due to the blockade of Donbass by Kiev, from-for what hundreds of thousands of people are not able to obtain travel documents and passports, as well as to extend their action.
“The decree does not violate and is not in violation of international law. It is a de jure alignment situation”, — said the representative of the Kremlin
He also stressed that the move does not violate the Minsk agreement and “there’s no reason for the aggravation of the situation”.
A decree on the recognition of documents issued to citizens of Ukraine and stateless persons residing in the territories of separate districts of Donetsk and Lugansk regions, was signed by Russian President Vladimir Putin on 18 February. According to the decree, the documents are considered “temporarily, pending a political settlement of the situation” in the region.
