Vladimir Putin on 18 February signed a decree on the recognition on the territory of Russian passports issued to citizens of Ukraine and stateless persons residing in the territories of separate districts of Donetsk and Lugansk regions of Ukraine.

In the Kremlin explained that the recognition of the passports of the DNI and LC was dictated by purely humanitarian considerations and means “de jure alignment situation”. The Ministry of foreign Affairs of Ukraine adopted the decree condemned, saying that Russia’s recognition of the DNI and LC documents “de facto” is “recognition controlled by Russia in the occupied Ukrainian territory of Donbass as illegitimate authorities”.
