FAS opened a cartel, bid-rigging, the interior Ministry and the emergencies Ministry


Moscow Department of the Federal Antimonopoly service has revealed a cartel between the two companies – LLC “Forensic technology” and “Remtekhstroy” (successor of “Analitika”) – at the auction, where he played delivery of forensics equipment for the needs of the interior Ministry, the emergencies Ministry and the Federal drug control service. This is stated in the message of Antimonopoly Department.

The report States that we are talking about the 14 auctions with the initial price of contracts about 168,8 million rubles. “In the course of trading the conspirators exchanged information and acted in the interests of each other that resulted in maintaining prices at the auction”, – stated in the message.

So, said the antitrust Agency, the conspiracy allowed the company “Forensic technology” to win 11 auctions. The contracts went to companies with a slight decrease of 0.5% – 1% of the initial maximum price. The total amount of contracts amounted to 83.5 million rubles. the Second company got the other three contracts also slightly below the starting price (less than 1%) in the total amount for 84.4 mln.

“Between the potential suppliers of the equipment was virtually no competition. In this context, “security forces” have purchased the equipment for forensic examination and forensic bags, mobile laboratories and consumables at inflated prices,” appears in the message comment of the Deputy head of Moscow OFAS Russia, Elena Petrusenko. She noted that the practice of “fair auction” shows that the value of the contracts may be reduced by one-third from the initial maximum price.

The case against OOO “Forensic technology” and “Remtekhstroy” was considered by FAS in July 2016.

LLC “Forensic equipment” was excluded from the Unified state register of legal entities in July 2016 by the decision of the registering authority. Entered into by the company, the contracts relate to the 2007-2011 years, according to information from the portal of public procurement.

Analitika, OOO (OOO “Remtekhstroy” later became its legal successor) participated in tenders in 2011-2014. In 2014, the company received large orders in the Ministry of the interior (more than 88 million rubles.).
