The Russian government has approved a draft agreement with the Republic of South Ossetia on joining the individual units of its armed forces into the Russian army. The relevant government resolution published on the official Internet portal of legal information. “To approve presented by the Ministry of defence of the Russian Federation coordinated with the foreign Ministry of the Russian Federation and other interested Federal bodies of Executive power and previously worked with the South Ossetian side a draft agreement between the Russian Federation and the Republic of South Ossetia on the order of occurrence of the individual units of the armed forces of the Republic of South Ossetia in the composition of the Armed forces (AF) of the Russian Federation”, — the document says.
The document States that “the occurrence of separate units in the Armed forces of Russia” refers to the reception of citizens on contract service in the Russian army and sending them on a Russian military base (RMB) on a voluntary basis.
At the conclusion of such a contract the citizen shall be discharged from military service in South Ossetia. After receiving the contract service in the Russian army he will serve in accordance with the laws of Russia, the document States.
The resolution provides that South Ossetia is conducting a reform of the Armed forces of the Republic “based on their reduction of regular number of divisions of the Russian military bases, provided for the acquisition of citizens enrolled for military service under contract in the armed forces.”
The document stipulates that within three months from the date of entry into force will be developed by new staff personnel documentation of the armed forces of South Ossetia, which will be agreed with the Russian side and approved by the commander of the army of South Ossetia. Full transition of the Armed forces of the Republic to the new organizational structure must be completed within six months after it is approved by staff personnel documentation.
In addition, article 5 of this decree stipulates “gradual increase of salaries of the” soldiers and “other social benefits”, which will take place “after consultation with the South Ossetian side”.
All responsibilities for the medical examination, psychological selection and verification of physical fitness is assigned to the command of the southern military district of the Russian Federation, the document says.
In November 2016, the state Duma of Russia ratified an agreement with Abkhazia on a unified group of troops, which “defines the purpose, formation, deployment and use of United grouping of troops of the Russian armed forces and the armed forces of Abkhazia”. In August 2008, Abkhazia and South Ossetia, formerly part of Georgia, declared independence. The sovereignty of the two republics were recognized by Moscow and the three member Nations: Venezuela, Nicaragua and Nauru.
