The interior Ministry equated the passports of citizens of DPR and LPR by the Ukrainian documents

The rights of Ukrainians

For citizens who received passports of the unrecognized Donetsk and Luhansk people’s republics (DPR and LPR), are subject to the same migration rules for Ukrainian citizens. They can stay in Russia without a residence permit, not more than 90 consecutive days, and then have 90 days to leave the country. This was told by two of the interlocutor in the state Duma and confirmed by a representative of the migration office of the Ministry of interior, member of the Council for human rights at the President (SPCH) and the official LC.

In mid-March, this issue was discussed at a meeting of representatives of the Duma Committee on CIS Affairs and law enforcement officials, reported one of the deputies. “We were surprised to learn that the residents of the DNI and the LC needs every 90 days to leave. People didn’t know about it,” he complained.

Another source in Parliament recalls that the decree of President Vladimir Putin referred to the inhabitants of certain regions of Donetsk and Lugansk regions of Ukraine and, consequently, they should be subject to the same rules as for Ukrainians. “The decree was signed, and regulations agencies have not developed yet,” he added, Recalling that the Russian banks did not immediately began to serve on the passport of the unrecognized republics.

Deputy head of migration Department of the Ministry of internal Affairs Vladimir Ivanov confirmed that Russia considers holders of passports of the LC and DNR “all the same, foreigners, citizens of Ukraine”. “They come, they are here 90 days, then the same term should leave,” he said.

Official inquiry about what documents is governed by the rate of passport holders DNI and the LC in Russia, the interior Ministry at the time of release of the material did not answer.

The natives of the unrecognized republics of the Donbass really are perceived by Russian authorities as Ukrainian citizens, confirmed the head of the Commission the HRC on migration policy Evgeny Bobrov.

However, as said soldier DND Alexander Zhuchkovsky, in practice at the border holders of passports of the DNI and LC do not fill in a migration card.

The discussion in the state Duma

The situation of compatriots — not only the residents of Donbass, will be discussed at parliamentary hearings in the state Duma on March 20, said earlier the head of the parliamentary Committee on CIS Leonid Kalashnikov (CPRF). “There are legislative issues that need to be addressed,” he said.

Representative LNR in Minsk the contact group Vladislav Danego confirmed that the issue of changing the current legislation is really being discussed. “There are a number of initiatives in the Duma”, — he said. The official LC didn’t say when, he predicted, the rules of stay for representatives of the LC and the DNI in Russia can change.

To solve such problems, “the essential step-by-step dynamics”, commented Alexey Chesnakov, the Director close to the Kremlin, the Center for political conjuncture.

“Every unfriendly to the Donbass step of Kiev will lead to a rapprochement between the LC and the DNI with Russia. Since [Ukrainian President Petro] Poroshenko had decided to go on an aggravation, the problem with the regulation of the stay will soon be resolved,” — said the analyst. With the escalation of the situation in the Donbas situation with the status of unrecognized republics passports may change, I agree beavers.

The decree of Vladimir Putin on the recognition of documents of the breakaway republics of Donbass was signed in February. The Kremlin emphasized that the documents DND and LNR recognized for humanitarian reasons due to the fact that because of the blockade of Donbass by Kiev, hundreds of thousands of people are unable to obtain travel documents and passports, as well as to extend their action. The paper noted that “the decree temporarily until a political settlement of the difficult situation in regions of Ukraine”.

Russian Sberbank has begun to serve clients with passports of DNR and LNR only in the beginning of March. Earlier, interviewed representatives of other banks included in the top 30, also confirmed the readiness to serve customers with passports LC and the DNI.

Russia may reconsider its decision on the recognition of passports DND and LNR, said on March 17 Russia’s representative to OSCE Alexander Lukashevich. According to him, is possible under condition of fulfillment of the Minsk agreements.

However, the press Secretary of the President Dmitry Peskov on the same day said that the event “demonstrates the rightness of the decisions that were taken in this direction.”
