In the state Duma supported the ban on leaving the police abroad

The state Duma Committee for security and combating corruption supported the bill of the former Deputy Dmitry Nosov of the liberal democratic party on the prohibition of the police to travel abroad. “The bill is extremely important and relevant,” said the Chairman of the Committee Natalia Poklonskaya. The head of the Committee Vasily Piskarev said that the second reading of the bill may be made all necessary corrections.

Earlier the initiative was supported by the government, albeit with certain points. The interior Ministry supported the bill “subject to remarks” in the law should prescribe specific positions in bodies of internal Affairs, which include a ban on travel abroad. In response the government encouraged the foreign Ministry to compile a list of foreign States which are not recommended to visit the police.

Not perespevshie in the new convocation of the Duma Nosov introduced a bill back in the fall of 2015. The document envisages the introduction of “temporary restriction of the right of citizens of the Russian Federation” on trip abroad in case if he is a police officer or passing a civil service in bodies of internal Affairs “on individual positions.” The list of positions will be determined by the Ministry of interior.

The bill proposed to prohibit the Ministry of the interior, for those who have a residence permit or another document confirming the right to permanent residence in a foreign country. In the explanatory note to the document States that it “is designed to improve measures to prevent corruption, increase accountability of employees, Federal state civil servants and employees of bodies of internal Affairs”.

This is not the first attempt to introduce a limit on foreign trips for law enforcement and security forces. In April 2015 the recommendations not to travel to Western countries sent their employees to the Ministry of internal Affairs, FSB and the Federal drug control service (currently the service is eliminated, she became a part of MVD). Under current Federal law “On state secrets” the right of the citizen on departure from Russia may be temporarily restricted if the citizen has access to the “special importance” or “top secret information”. To access such information, the employee must have a first or second degree of access to state secrets. The restriction is not more than five years from the date of the last acquaintance with classified information, but may be renewed up to ten years.
