The Prime Minister of Russia Dmitry Medvedev signed a decree that authority in public procurement transferred from the Ministry of economic development, the Ministry of Finance.
A decree published Monday on the website of legal information, makes amendments to several previously adopted by the government document, including issued in 2013 a decree “On establishment of powers of the Federal bodies of Executive power in the sphere of procurement of goods, works, services for state and municipal needs”.
In the previous edition of these regulations, the Federal authority for regulation of the contract system in procurement of goods, works, services for state and municipal needs has been named the Ministry of economic development. In the updated version this status is assigned to the Ministry of Finance, which transferred the necessary powers.
Amended new regulation and to regulations on the Ministry of economic development and the Ministry of Finance.
“I hope it will really consolidate everything in one hand. When one is responsible, it is much easier to work. At least there is nobody to ask,” — said Medvedev at a meeting with Deputy Prime Ministers on Monday.
Developed by the Ministry of Finance a draft decree of the government, depriving the Ministry of economic development the right to determine state policy in the field of public procurement, was published at the end of February 2017. In the explanatory note to the document noted that the decision to develop such a project was made at a meeting with the supervising procurement of the first Vice-Premier of the government Igor Shuvalov. Prior to that, as reported, Shuvalov wrote a letter to the Minister for open government Mikhail Abyzov, offering to “transfer to the Ministry of Finance full authority for the development of state policy <…> in the field of public procurement”. In public procurement money is spent budget, so they need to regulate the Ministry of Finance and, following the principle of one window, it is to give the regulation of procurement of state companies, said Abyzov. “The effectiveness of controls will increase competition in the auction will increase and prices will decrease”, — said Monday Abyzov.
In mid-February of 2017 became aware of the decision to transfer the Ministry of Finance and its subordinate Federal Treasury control work of a Unified information procurement system (UIS).
“Until now, the authority for the development of EIS was distributed between our two macroeconomic agencies — the Ministry of economic development and Ministry of Finance. But, according to our colleagues from the government and analysts, the distribution now is not optimal. We agreed and I have signed two government regulations that define the Federal Treasury as the single Federal authority that is now responsible for the information system of public procurement. The second document reports the Ministry of Finance, the Central authority, to whom the Treasury full authority for policy making in the field of contract system”, — said on Monday Medvedev.
According to the portal of public procurement for 2015 and 2016, state-owned enterprises and agencies annually spend on purchases for their needs at 6.4 trillion.
