The security service of Ukraine (SBU) opened a criminal case under article “Terrorist act” in connection with the blasting of the car of the OSCE monitoring mission in the Donbass. A message posted on the Agency’s website.
The car of the OSCE monitoring mission (OSCE SMM) struck a mine on Sunday morning, April 23, near the village of Prishib in the Luhansk region. The area is under the control of the self-proclaimed Luhansk people’s Republic.
As reported in the OSCE, in the explosion one member of the mission was killed and two were injured. Patrol mission consisted of six people on two armored cars.
“On this fact the Management of security Service of Ukraine in Lugansk area brought data in the Unified register of pretrial investigations under part 3 of article 258 of the criminal code of Ukraine (terrorist act that caused the death of a man)”, — is spoken in the SBU message.
The deceased was a U.S. citizen, and injured citizens of Germany and the Czech Republic, said the OSCE.
Earlier the Deputy of the Verkhovna Rada, adviser to the interior Minister of Ukraine Anton Gerashchenko said that the victim of the explosion was a citizen of the United Kingdom Joseph stone. Gerashchenko also pointed out that a concussion has received a citizen of Germany Willow Gmelin. Cancer of Germany Angela Merkel later in an official statement posted on the government website, expressed condolences to the family of the deceased and confirmed that the incident affected a German citizen. The name of the employee of the mission in the message of the Chancellor is not mentioned.
Day 24 April, the acting Minister of health self-proclaimed Luhansk national Republic (LNR) Igor Solyanik stated that the affected employees of the OSCE mission was discharged from the hospital in Lugansk. “In the morning there were further examinations of victims, their condition improved. Has been discharged from the hospital on the request of the parties (OSCE)”, — quotes its words Agency “Luganskinform”.
The press service of the national police LNR said that the car of the OSCE deviated from the main route and moved “on minor roads, which is prohibited by the mandate of the OSCE SMM”. The Ministry of state security of the unrecognized Republic accused in the incident, “prepared by the Ukrainian DRG” (diversionno-prospecting group. —).
The Russian foreign Ministry urged to investigate the undermining of the car of the Special monitoring mission (SMM) of the OSCE under the Lugansk and pointed out that “the circumstances of the incident” indicate “a high probability of provocations aimed at undermining the process of conflict settlement in the Donbas.”
The U.S. state Department urged Moscow to “use its influence” on the self-proclaimed militia DND and LNR, to help investigate the incident. After that, Deputy foreign Minister Sergei Ryabkov said that Russia “engaged” on this issue.
Part 3 of article 258 of the criminal code of Ukraine provides for terrorists punished with imprisonment for a term of ten to 15 years or lifelong imprisonment with confiscation of property or without it.
