In the state Duma a bill, which in the future will allow citizens to banking services (for example, to open deposits) online without personal presence at the Bank. The bill gives the green light to test banks technology remote identification of customers, said the head of the Committee on financial markets Anatoly Aksakov, co-author of the project. Customer information that are necessary for such identification to be stored in the state Unified system of identification and authentication (ESIA), through which now passes the authorization on the websites of public services, to the document. The person will be enough once go to the Bank that his personal data were included in the ESIA, and then open the accounts and deposits can be in other banks, without personal presence.
Developed by Aksakov and Senator Nikolai Zhuravlev the draft Federal law № 157752-7 implies changes in the law on combating money laundering and financing of terrorism. Participation in the preparation of the bill was adopted, the Central Bank and the Ministry of communications, said Aksakov (press service of the Central Bank confirmed its participation). The text of the bill suggests the following procedure for the remote access of clients to banking services: the customer shall once come to the Bank to provide your personal data, including social security number, mobile telephone number and biometric information (person photographed). The Bank from the list that will set the Central Bank, will be required on behalf of the client to send this information in the ESIA, after which the customer may open accounts at any other Bank and conduct a transaction remotely through the IAIS, after a special operator will confirm the match provided in the current session of the biometric data of the client with those that were collected from him previously. A requirement for the provision of banking services is the lack of involvement of physical persons for money laundering.

As noted in the explanatory Memorandum to the bill, “system for remote identification of customers is encouraged to build on the basis of the processing and use of biometric personal data, as such identification has the highest degree of reliability in the digital space and its application in the banking sector has become a global trend.” In the text of the draft refers to only open accounts (deposits), but from the explanatory notes it follows that the further through the process of remote authentication you can use other Bank services. The authors expect that introduction of such system will increase the interest of people to banking services — “including among the active population working in conditions of severe shortage of free time”.

The new mechanism consists of a single visit to the Bank customer for subsequent identification passes. In the future he will be able to remotely receive all necessary services and also to open accounts in other banks without physical presence, said the Chairman of the Central Bank Olga Skorobogatova. The regulator will be able to set the list of credit institutions that collect and transfer personal data of the customer with the purpose of remote identification, and also the list of credit institutions that will not be able to open deposits so to the bill. After its signing by the President of the banks will have six months to prepare a new mechanism.
The credit institution will have to pay all the costs of forming a database, said Aksakov. “It’s a voluntary thing, but they are ready. The banks will use it and pay it in their interests,” he said. As for customers, he noted, the use of remote services is completely free, it is only necessary consent.
According to Aksakov, to oblige people to test the new mechanism no one intends for them it is a voluntary undertaking.
In addition to the IAIS, which the authors call “one of the Central links” system for remote identification, the bill provides for the introduction of one more level — “operator of information-technology elements.” This operator will be determined by the government and will be responsible for handling client biometrics and verifying these data in the procedure of remote authentication. Banks will pay the state and the IAIS, and the operator for their services, the bill; the fee will be determined by Federal authorities.
CEO of IT company Cognitive Technologies Andrew Montenegro considers that such integration ESIA and banking services can reduce the security level of the entire banking system. “The strength of the chain is the weakest link. Since the security requirements of ESIA are much lower than those that apply to banks, the integration will lead to increased risks of the entire system,” said Montenegro.
