Russian electricity supplies in the self-proclaimed Luhansk national Republic (LNR) will be written off on technological losses Federal grid company (FGC), which is included in “Rossetti”. About it writes “Kommersant”, citing a source in the Ministry of energy and two sources in the network complex.
The growth of these losses will be offset by increasing the coefficient in the formula of calculating the rate of FGC. Rate is 319 rubles/MW·h for the Unified energy system of Russia. “Formally, when calculating the rate of tariff for transmission on the main networks FSK will take into account the multiplying factor for losses in 1,1203”, — says the publication.
On 30 April, the market Council, which regulates the energy markets should adopt a compensation scheme for the supply of electricity in the LC at the correspondence meeting of the Supervisory Board. Submitting this issue for consideration by the Supervisory Board initiated by the Ministry of energy, writes “Kommersant”.
The explanatory Memorandum States that the economic consequences of making changes was not assessed. The scheme will be effective from 30 April this year until 31 may 2018.
“The scheme will dilute the supply of electricity in the LC around the Russian energy market. The main burden through the payment of the tariff will fall on all consumers, except the population”, — says the newspaper’s source.
Russia and DNR increased the supply of electricity in the LC
Informed sources said that the method of display in the official data of this kind of supply exists in 2015. Formally, the volume of supplies related to the legal loss of the FGC. It happened after the Ukraine two years ago refused to pay for supplies of Russian electricity in the LC and the self-proclaimed Donetsk people’s Republic. Ukraine cut off electricity beyond the control of districts on the territory of Luhansk region on the night of April 25. The Minister of energy and coal industry Igor Nasalik said that electricity supply will resume if the districts will repay the debt to Kiev. According to him, the power outage was “not political, but economic” solution.
Moscow has declared its readiness to ensure uninterrupted supply of electricity to the affected areas of the self-proclaimed LNR. Plenipotentiary representative of Russia in the contact group on settling the situation in Eastern Ukraine, Boris Gryzlov has specified that this step is humanitarian aid for inhabitants of the Republic.
