A bill to strengthen sanctions against the DPRK, implying the test ports of Russia and other countries for compliance with restrictions against Pyongyang, in the case of its adoption would be tantamount to a Declaration of war. This statement was made head of the international Affairs Committee of the Federation Council Konstantin Kosachev.
The house of representatives of the U.S. Congress adopted on Thursday, 4 may. Among other things, the document prohibits the courts from the DPRK and other countries in violation of UN security Council resolutions against Pyongyang, work in the territorial waters of the United States and go to American ports. The President of the United States has the responsibility to report to Congress on foreign ports that do not comply with sanctions against Pyongyang. The President has the right to “take special control” the ports of Russia, China, Iran and Syria. It is, in particular, the ports of Nakhodka, Vladivostok and Vanino.
Also the US customs service in the case of the adoption of the document will have the right to inspect cargoes from the ports of violating sanctions against Pyongyang. These measures will be in effect in respect of aircraft and ships visiting the ports and airports of the DPRK over the last year.
Now the document must be considered in the U.S. Senate.
Kosachev, according to “RIA Novosti”, expressed the hope that the document will not be accepted. “Its implementation also provides the power scenario with a forced inspection of the American warships all ships. This kind of power scenario boggles the mind, because it is a Declaration of war,” the Senator said, calling the document a “cake” baked by Congress.”
Kosachev stressed that the United States is not empowered to monitor compliance with UN security Council resolutions, and accused Washington in an attempt to establish the supremacy of national law over the international.
Washington increases pressure on Pyongyang after missile tests that North Korea conducted in March. Among other things, the U.S. has deployed in South Korea two complex missile defense system THAAD. DPRK leader Kim Jong-UN may 5, inspected the army units in the South of the country and called on the military to “break the backbone of the enemy” in case of aggressive actions on the part of Seoul and its allies.
