Moscow. May 3. INTERFAX.RU – the Ministry of communications is considering the introduction of a compensation payment from state-owned companies, which purchase foreign software in the presence of analog in the national registry, told reporters the head of the Ministry Nikolai Nikiforov. Thus collected funds can be sent to the Fund for the development of information technology (FRIT) formed in January of this year.
“They proposed that such compensatory payment should be around 5%. Bought for 100 million rubles IN foreign, if you please 5 million rubles to transfer to the development Fund it,” said Nikiforov, stressing that this preliminary discussion.
“We believe that some measure of incentive money (FOR purchases of Russian – if) must be. But these proposals, we will develop together with colleagues from the economic development Ministry and Finance Ministry”, – said the Minister.
Currently, state-owned companies legally are not obligated to purchase products from the national registry, this obligation is only for government agencies.
In the summer of 2016, first Deputy Prime Minister Igor Shuvalov has sent representatives to the boards of Directors of state companies the Directive. According to the document, companies were required to hold meetings of the Board of Directors on approval of the provision on transition to procurement of domestic software.
Informed itself of the Ministry of communications announced its intention to extend to state-owned companies, restrictions on the purchase of foreign software in the presence of analog in the registry. Against this initiative were made by the Ministry of economic development.
Currently, the national registry includes more than 3 thousand products, works and services. In October of last year “Gazprom” has introduced changes to the procurement regulations of the Corporation and its subsidiaries, implying the priority of the Russian PO in procurement. A similar change took ALROSA and VTB .
