MOSCOW, June 30. /TASS/. The first Deputy Chairman of the Duma Committee on state construction and legislation Vyacheslav Lysakov (“United Russia”) has submitted to the lower house of the Parliament a bill on the regulation of taxi aggregators.
The document, which is posted in the Duma’s electronic database, contains a definition of “aggregator of services of transportation of passengers and baggage on orders and an automobile taxi”, sets specific job aggregators, prescribes their duties.
In the explanatory note to the bill Lysakov said that the taxi services aggregators have huge potential, but currently their activities are not legally regulated, they are “not taken into account and are not identified in the provision of transport services”. In this regard, in his opinion, “there are significant risks of providing aggregators false information about the quality and safety of transport services, entailing a violation of the legitimate rights and interests of citizens and threatening the security of life and health.”
In addition, says the MP, “due to the lack of legal requirements to individual aggregators transmit orders for transportation of illegal immigrants working in the informal sector”, and a number of aggregators “use of a technical means, located outside the Russian Federation,” which “makes it impossible to suppress the activities of unscrupulous aggregator in Russia, even if the result of this activity is the systematic infliction of harm of life of citizens.”
