As noted in the explanatory note to the document, the operator of the social network — “is the organizer of information dissemination”, which allows you to exchange electronic messages and at which more than 2 million users in Russia. According to the concept of knights and Alshevskih, operators will have to restrict access or remove at the request of the user of a social network spread in her “information, which is clearly aimed at propaganda of war, incitement to national, racial or religious hatred and enmity, inaccurate and (or) discrediting the honor and dignity of another person or his reputation information,” said the authors of the law.
In addition, the United Russia party has introduced a separate bill of amendments to the Code of administrative offences (Cao), providing for operators of social networks with fines if they did not remove prohibited content. The amount of the fine for individuals will range from 3 million to 5 million rubles, for legal entities — from 30 million to 50 million rubles On users of social networks these fines will not be distributed, said earlier knights.
