Agencies agreed on a draft resolution on reference costs Energosbyt

Moscow. July 25. INTERFAX.RU – the Federal Antimonopoly service (FAS) on July 11, has made the Russian government an agreed draft resolution on transfer of power sales companies in the reference method costs. About this informed the newspaper “Kommersant” on Tuesday, citing the Deputy head of FAS Vitaly Korolev.

The service noted that the new scheme of calculation of the reference value allowances (adjustable margin) will be introduced from summer 2018, and savings of consumers over three years to reach 12.7 billion RUB.

According to the Queen, the document has been coordinated with all agencies and will be approved in the near future. In the apparatus of the government and Deputy Prime Minister Arkady Dvorkovich, the status of the project doesn’t comment in the energy Ministry, the newspaper said that the agreed final version of the project.

The idea of echelonization sales markup (margin) originated in 2011, when it was in charge of the FTS, whose powers were transferred to the FAS. Market participants wanted to get away from the regulated allowances, which did not allow them to make a profit and did not cover costs. Now the FAS type for a guaranteeing supplier (GP) the concept of estimated entrepreneurial profit – 1.5% of the gross revenue, excluding payments to the networks. Reference costs are to be divided into strictly regulated WALNUT (including service costs of loans and provisions for doubtful debts) and SARAH (expenditure on current activities and sales).

“GP is virtually impossible for profit – says the President of “company acts” Mikhail Andronov.- The introduction of standards will allow them to legally earn income, pay dividends, making the business more attractive to investment and will allow you to work more effectively with the costs”. The surcharge will be differentiated by groups of consumers: population, network and three categories of industrial consumers.

Now sales markups in the regions differ tenfold: from 0.06 Euro per 1 kW.h in Dagestan to 0.61 RUB in the Republic of Mari El. The benchmark will average: Energosbyt with margin above the standard will be lower for a period of two years, those who have below – increase for three years.

“Echelonization” tariffs are planned to be transferred to the mains: the new principles of tariff setting for them should be in 2019, said Korolev. The tariff for services in electric power transmission can be formed, for example, at the same rate for all the network companies in the region and for interregional distribution grid companies (IDGC are included in “rosseti” ), and for independent networks. The rate for the latter must not be higher than the rate IDGC, said Deputy head of the FAS.
