MOSCOW, July 31. /TASS/. The President of Russia Vladimir Putin signed the Federal law on “alternative boiler house”, which changes the system of regulation of tariffs in the heating sector.
The document adopted by the state Duma on July 19 and approved by the Federation Council on 25 July, published on the official portal of legal information.
Now the government regulates all tariffs in the heating sector. The new model involves the establishment of a maximum level of heat prices for end consumer – level “alternative boiler house”, which will be used as the maximum level of energy prices, at the same time guarantee return on investment in the industry.
Reform in Russia will be the price zones within which the heat will be the responsibility of the unified heat supply organization (ETO). UTB is obliged to implement measures on construction, reconstruction and modernization of objects of a heat supply. She also is responsible for the quality of the services and permissible interruptions in the provision of thermal energy.
The government, in turn, will approve the rules of connection to heat supply systems, to determine the maximum level of energy prices in price zones (including indexing), technical and economic parameters of work of boiler-houses and thermal networks used for the calculation of the maximum level of energy prices.
