Moscow. September 20. INTERFAX.RU the state Duma at the meeting on Wednesday adopted in the first reading a bill that gives foreign citizens the right to VAT refund for purchases made in Russia (tax free).
Right to refund of VAT will be issued to citizens of foreign countries that are not members of the Eurasian economic Union (EEU). The exemption is available on goods purchased from retailers, either to goods purchased from other taxpayers who act on the basis of agreements with organizations engaged in retail trade.
To obtain tax free goods should be transported through the checkpoints, the list of which will establish the government of the Russian Federation. It is planned that the VAT refund will not apply to excisable goods. The government also has the right to define the list of goods which are tax free will not apply.
A document certifying the right of physical persons for VAT refund, in addition to the passport of a foreign state with a mark about border crossing, the check is for the payment of the tax with a mark of customs body of the Russian Federation. A list of trade organizations that will have the right to issue such cheques, approve the Ministry of industry and trade.
A check will be issued in a single copy on request of the purchaser at the sale, within one day, goods worth at least 10 thousand rubles with VAT. To apply for a tax refund individuals will be able within one year from the date of purchase of the goods subject to export them within three months from the date of purchase.
The bill also provides for the granting of trade organizations of VAT deduction, which was calculated for individuals who received tax free.
The Ministry of Finance estimated the additional Federal spending on VAT refunds to foreign citizens in 150-200 million rubles per year. The cost of the TCF for the introduction of tax free will be about 50 million rubles, FTS – 213,15 million roubles at a time and 94,22 million rubles annually. To compensate for the budget expenses is expected due to the increase of the tourist flow and the growth of retail turnover.
