Moscow. September 25. INTERFAX.RU – Additional funds from the national welfare Fund (NWF) may be involved in the implementation of the project on modernization of the Baikal-Amur and TRANS-Siberian Railways.
“The project budget is being reviewed – it may be supplemented by the second stage. The budget deficit can be replenished on the second. If the parameters of the project will be increased and if the government decides on additional investments at the expense of JSC “Russian Railways” to consider the possibility of substitution of the budget an additional Fund in the amount of 88 billion rubles,” – said “Vedomosti” representative of the Ministry of transport of the Russian Federation, having estimated in this sum the deficit of funds for the program.

The fact that the modernization of BAM and Transsib and provision of funding from the Federal budget, should be published by the Ministry of Finance of the Russian Federation draft document for 2018 and the planned period of 2019-2020, the newspaper notes. Thus in 2018-2019, the Railways expect to get on these construction projects from the budget of 88.5 billion rubles, stated in the passport project. Now the project funding is provided only from the Fund, confirmed “Vedomosti”, the representative of the Ministry of Finance.
It was assumed that the modernization of BAM and Transsib will be completed in 2018, but in order to synchronize the building plans with the shipper, the deadline was shifted to 2019. According to the company, in 2016, the Baikal-Amur mainline and the TRANS-Siberian railway transported 126,3 million tons of cargo (+11.7 per cent). By 2020, the network will be able to skip the ports and border crossings of the Far East by 66 million tons more cargo in comparison with 2012. The second phase of the project will increase the capacity of 114 million tons, said earlier senior Vice-President of Russian Railways Vadim Mikhailov.
In the 2013-2019 years, the Railways were going to build the Baikal-Amur mainline and TRANS-Siberian railway more than 580 km of additional tracks, sidings, upgraded motorways, stations, structures and electrify the way. The entire project is estimated at 562 billion rubles. the State budget is ready to allocate 110 billion rubles from the national welfare Fund – 150 billion rubles In 2013-2015 Russian Railways has received from the Fund and budget of 71.5 billion rubles Thus, the company was to receive 100 billion rubles from the national welfare Fund (the monopoly will get in 2017-2018) and 88,5 billion rubles from the budget.
The Ministry of economic development of the Russian Federation is considering proposals for the provision of the project with the necessary funds, told the newspaper the representative office.
By 2017, Russian Railways has invested in modernization of BAM and Transsib 173,5 billion.
