Russia considers the findings of the UN-OPCW Khan Sheyhun political order

ROME, 8 Nov. /TASS/. Russia considers the findings of the report of the Joint Organization for the prohibition of chemical weapons (OPCW) and the UN investigation in Syria himatic (CMP) regarding the incident in the Syrian Khan Sheyhun amateurish and politically partisan. This was stated on Wednesday in an interview with TASS Director of the Department for nonproliferation and arms control (DNCW), the Russian foreign Ministry Mikhail Ulyanov, commenting on submitted to the UN Security Council related report of the CMP.

“Was the discussion of the report in which the responsibility for the use of sarin in Khan Sheyhun April 4, was assigned to Damascus – said Ulyanov. – As expected, the views seriously diverged. It became clear why, contrary to the practice of the Security Council, accumulated experience, established rules, the Americans are impudently tried to push through a resolution renewing the mandate of the CMP ten days before the release of this report.”

“One gets the impression that the US was able to read the contents of this document, and they rightly feared that after it is published claims to the CMP will be more, – the diplomat noted. – It really happened, as the document is amateurish and written clearly under political order”.

Dirty game

According to Ulyanov, released 26 October report, many of the arguments are untenable. “Necessary for a finding of guilt of the Syrian authorities adjusted all the so-called evidence. But such a situation has arisen, when objective arguments – the laws of physics and ballistics is not taken into account because above all dominates the political necessity of our opponents use this situation to increase pressure on Damascus. Frankly, asking such words as dirty game,” said the diplomat.

USA preaching to the choir

Chapter DNCV reminded about how the U.S. permanent representative to the UN, Nikki Haley recently urged to adopt a resolution renewing the mandate of the CMP. “She is breaking through the open door, because the table of the UN security Council have long been the Russian draft resolution, which provides for the extension of the mandate until mid-may of next year, noted Ulyanov. In reality, the US is not interested in the renewal of the mandate as such, they need the extension of the mandate intact, with all its disadvantages. They want to solidify the text of the resolution complete freedom of action for the mechanism [CMP], that worked absolutely uncontrolled”.

The intensity of emotions will increase

Moscow believes that there should be established “guidelines based on accumulated experience, in which the mechanism of the [CMP] will be free to act on their own”. “In the coming days it is expected the increasing intensity of emotions around this process, – said the diplomat. But we feel confident because, as they say the Americans are on the right side of history”.

According to him, the Russian draft resolution with regards to the future mandate of the CMP are not satisfied with the United States, as it proposes to establish clear standards and procedures of the framework in which he can build his job according to his own discretion.

The US is not in a hurry to close the Syrian chemdose

Answering the question about how will affect the political lines of the United States the fact that the OPCW has finally managed to take the last two of the 27 declared by Damascus of former facilities for the production and storage of chemical weapons, which the experts could not get in connection with the fighting, Ulyanov said: “This proves once again that Syria meets its commitments”.

Chapter DNCV expressed doubt that the Americans will be to reconsider. “I do not expect a change of behavior on this issue from Washington,” said the diplomat.

October 26, CMP submitted its seventh report, which blamed the attack with sarin in the city of Khan shaykhun 4 April 2017 on the Syrian authorities, and after the attack with the use of sulfur mustard in the village of Marat-Umm Hosh 16 September 2016 – the militants of the terrorist group “Islamic state” (banned in Russia). October 31, the Russian side has sent to the security Council and the UN General Assembly the results of the preliminary assessment prepared by the investigators of the report, saying it “is Amateur in nature,” and the conclusions contained therein are based on the “amateurish methodology.”

The investigative powers of the Commission expire November 17. 24 Oct Russia vetoed the US prepared a resolution renewing the mandate of the CMP to November 2018, called to wait for the publication of the report.

November 2, Russia and the USA brought to the UN Security Council conflicting draft resolutions on the extension of the term of the CMP. Two documents provide for the extension of the mandate of the Commission of inquiry at different times: Russia – until may 16, 2018, and the us – in the 24 months since the adoption of the resolution. In the text presented by the delegation of the United States, contains the threat of action under Chapter VII of the UN Charter (allows for the imposition of sanctions and the use of military force) for committing attacks with the use of toxic substances. In turn, the Russian project requires CMP to re-evaluate “previously made findings and conclusions” in view of the fact that they carried out an investigation, according to Moscow, did not meet the standards.
