MOSCOW, November 10. /TASS/. Mirror measures of the Russian Federation in response to the request of the US Department of justice, to RT to register as a foreign agent will assume including amendments to the law on NGOs. This was stated on Friday at the plenary session of the state Duma speaker Vyacheslav Volodin.
“We are working to put the Committee on public organisations, considering that we are talking about amendments to the law on foreign agents, the status of the governing NGOs, and given that we have this law did not apply to the media,” – said the head of the lower house of the Russian Parliament. “We were asked to take part in this work [the Chairman of the Committee] Sergei Gavrilov,” he added.
“We have the law is the responsibility for violating the law on NGOs in the part of foreign agents. It is clear that if this provision will be expanded in parts of the media, then this rule will also apply for failure to provide information in relation to the media,” – said the head of the lower chamber of the Russian Parliament, answering the question TASS.
In this regard, Volodin has noticed that “the responsibility of U.S. law assumes the criminal, it is already codified in law and [is] up to 5 years.” “Our law requires the responsibility in the first instance administrative and criminal then only up to 2 years of punishment,” he explained. “Our law today does not apply to the media and NGOs it is more liberal,” stated the speaker.
On Friday, Volodin instructed the profile committees of the lower chamber to study the possible symmetric and mirror response to the actions of the justice Department, which ordered the Russian broadcaster RT to register as a foreign agent.
Earlier, the U.S. justice Department demanded that the American branch of Russian TV company RT until November 13 to register as a foreign agent. This TV company reported Thursday on its website. Director General of RT, Alexey Nikolov at a meeting of the interim Commission of the Federation Council’s information policy and interaction with the media indicated that the channel is not pleaded noagenda. The chief editor of RT Margarita Simonyan said later that the guide channel was forced to agree to the registration ieagent, because otherwise the company will not be able to work in the United States, as the leader of its representative offices and accounts can be arrested.
The law on NGOs – foreign agents
The law on NGOs – foreign agents was adopted in the summer of 2012. It requires entities engaged in political activity and receiving funding from abroad, to accept the status of foreign agents with subsequent entering in a special register. NGOs – foreign agents are required to specify when you publish material on the Internet and the media this status.
For nearly two years, the entry in the register was in fact voluntary, but in early June of 2014 was signed into law on compulsory inclusion in the register. According to the document, the Ministry of justice may force the inclusion in the registry of NCOs – foreign agents, which are in fact established, but has not filed a statement. This decision can be appealed in court.
For failure to provide or untimely provision of the NCBs data on the implementation of the functions of infoagent, as well as for the provision of “incomplete or distorted view of” the law provides for an administrative fine. The amount for officials from 10 thousand to 30 thousand rubles, and for legal entities – from 100 thousand to 300 thousand rubles.
For malicious evasion from these duties already provided for criminal liability up to imprisonment for the term up to two years.
